Description
The National Oceanic and Atmospheric Administration (NOAA), National Weather Service (NWS), Silver Spring, Maryland, intends to negotiate on a noncompetitive basis with University Corporation for Atmospheric Research (UCAR) of Boulder, CO , to improve short-term forecasts of convection by running the National Center for Atmospheric Research (NCAR) Auto-Nowcast system (ANC) in the Dallas-Ft.Worth Weather Forecast Office. The ANC system was developed by UCAR/ NCAR over the past 20 years and has retained the intellectual property rights to the development. Vendors who believe that they have the ability to perform this requirement are required to submit in writing an affirmative response demonstrating they can meet the Governments requirements to include: Holistic mastery of existing code with unique ability to rapidly enhance the capability of NCAR ANC; field and expand capabilities of Weather Forecast Offices and Service Units to improve convective short-term forecasts. Design and trouble shoot network and data flow; write and implement data ingest algorithms as needed; update, setup and test hardware; ANC system set-up and test at NCAR/RAP; Ship and install ANC system updates at Dallas/Ft. Worth and other sites as needed; Engineering check-out. All written responses must include a written narrative statement of capability, including detailed technical information and other technical literature demonstrating the ability to meet the above requirements. The response must be sufficient to permit agency analysis to establish bona fide capability to meet the requirements. Responses to include information on business size to see if this requirement is suitable as a small business set aside. Failure to submit documentation will result in the Government proceeding as stated above. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government.
