Description

This is a combined synopsis /solicitation for commercial items or services prepared in accordance with the format in FAR Subpart 12.6, and FAR Part 13.5 Test Program for Certain Commercial Items as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a written solicitation will not be issued. The solicitation number is 1018109. The solicitation clauses and provisions are those in effect through Federal Acquisition Circular 97-27. The Standard Industrial Classification (SIC) Code for this acquisition is D399 and the North American Classification System (NAICS) Code is 541519. The Food and Drug Administration (FDA) intends to issue a purchase order on a sole source basis to GlobalSubmit, Inc for the renewal of Maintenance and Support of the GlobalSubmit eCTD Software. The maintenance and support includes enhancing or upgrading the GlobalSubmit software products to meet FDA requirements. The following FAR Clauses shall apply to this solicitation 52.212-1 Instructions to Offerors-Commercial, 52.212-3 Offeror Representations and Certifications-Commercial Items, 52.212-4 Contract Terms and Conditions Commercial Items, 52.217-9 Option to Extend the Terms of the Contract, and 52.212-5 Contract Terms and Conditions Required to Implement Statutes for Executive Orders-Commercial Items. All responsible sources that can provide and meet the above requirements shall submit written quotations by the due date referenced above. All responses or question shall be in writing and can be sent via email icofield@oc.fda.gov or fax 301/827-7039. The award is being issued on a sole source basis because the service is proprietary to the contractor with no resellers. FAR provisions can be found at the following website:http://www/arnet.gov.
