- The National Heart, Lung, and Blood Institute (NHLBI) Consolidated Operations Acquisition Center (COAC) for the Division of Intramural Research, National Institute of Dental and Craniofacial Research (NIDCR) intend to issue a purchase order on a noncompetitive basis to Mr. Carroll L. Hanson, 9410 Colesville Road, Silver Spring, Maryland 20901, to provide advisory services in the area of general administrative management. The sole source determination is based upon Mr. Carroll Hanson?s expertise in the administrative operations of the NIH intramural program, having recently served in the position as Principal Administrative Officer for the Division of Intramural Research, National Heart, Lung and Blood Institute. Mr. Hanson has over 15 years of experience in managing administrative staff, including administrative officers and technicians, purchasing agents, property custodians, and related administrative personnel in both the intramural research and extramural arenas of the NIH. During his tenure at the NIH Mr. Hanson was active on numerous NIH committees and working groups. Examples included: Co-chair, Functional Advisory Committee, NIH New Business Systems for Acquisition and Supply; Member, working group, to develop and pilot the NIH Fellowship Payment System; as well as member, the Intramural Administrative Officers (IAO) group. He has served as Project Officer on several station support and research support contracts for over 15 years. He served as the Principal Administrative Officer in charge of moving four large laboratories from Bldg 3 to Bldg 50 as well as provided administrative oversight in the budgeting and logistical planning for moving of two major clinical labs to the new Clinical Research Center. He has over ten years of experience working directly with the Scientific Directors in all aspects of administrative management?HR, space management, budget execution and formulation, travel, FTE utilization, fellowships, acquisitions and property utilization, for both basic and clinical research programs. The sole source determination is based upon the knowledge, skills and expertise possessed by Mr. Carroll Hanson. An award to any other source would affect the Institute?s anticipated outcome based upon Mr. Hanson?s experience, and would not provide any cost savings to the Government. Period of Performance: The project is expected to require 1,410 man hours during the period of performance July 1, 2006 through June 30, 2007. Background: The mission of the NIDCR is to improve oral, dental and craniofacial health through research, research training, and the dissemination of health information. The mission is accomplished by the following: Performing and supporting basic and clinical research; Conducting and funding research training and career development programs to ensure an adequate number of talented, well-prepared and diverse investigators; Coordinating and assisting relevant research and research-related activities among all sectors of the research community; Promoting the timely transfer of knowledge gained from research and its implications for health to the public, health professionals, researchers, and policymaker. The Institute is in need of a contractor with the expertise in the area of general administrative management, as well as the use of advisory services intended to compliment and enhance the current administrative management team while also providing new ideas and suggestions. In addition a variety of projects associated with budget management, human resource management (HR), space planning, property management, procurement management, government travel and general policy review and implementation. Statement of Work: Provide professional advice and assistance with interpretation of NIH, DHHS, and associated federal government policies and procedures that pertain to the general administrative management of the intramural program. Organize and complete a variety of projects and/or reports as needed by the Scientific Director, Executive Officer or DIR Principal Administrative Officer, or their designees, for the operation and management of the intramural program. Provide advisory assistance to Administrative Officers, Branch Chiefs and intramural office staff for appointment packages and other HR-related documents at the program level. Research data and prepare various budget reports associated with past-year budget spending, status of current fiscal year spending as well as assisting in the establishment of formats used for formulating future budgetary needs. Provide guidance on administrative policies or procedures while assisting administrative officers new to the intramural program. Provide advice to the Scientific Director, Executive Officer and Principal Administrative Officer on a variety of administrative issues or concerns in attempts to give them more information for use in their decision making. Assist scientists and administrative staff in the preparation of justifications, Statements of Work, Memorandums of Understanding and other more complex documents as they work toward reaching their research goals and objectives. Participate in staff meetings for the purpose of gathering information on the current status of administrative policy and procedures, as well as learn about changes in administrative policy or new policies affecting NIH administrative management. Includes providing data or information to participants if needed. Assist with the implementation of new business systems as they roll out to the institutes, such as the NIH New Business Systems for Acquisition and Property. Contractor Requirements: The contractor must possess a broad knowledge-base of administrative management as it applies to the intramural setting at NIH. This includes having first-hand experience in administrative management within an intramural program at NIH. It also includes knowing various key contacts, business ?experts? or offices that serve as resources for execution of administrative tasks and assignments for the NIDCR. In general, the following requirements are needed by the contractor in order to provide the level of advisory services required by the NIDCR: A thorough knowledge and understanding of the general administrative policies and procedures as prescribed by the NIH Office of Intramural Research. Proficient writing skills, including the ability to draft documents, memos, reports and other similar projects into acceptable format for use by the Executive Officer, Scientific Director, or Principal Administrative Officer is required. Skill and proficiency in all aspects of budget formulation and execution as it pertains to the NIH intramural setting. A thorough knowledge of federal procurement policy and procedures as it applies to the NIH setting is required. A thorough knowledge of federal property and space management policy and procedure as it applies to the NIH setting is required. Knowledge and understanding of all Human Resource appointment mechanisms available to the NIH intramural setting is required. Knowledge and experience in the many non-FTE mechanisms such as Intramural Research Training Awards, Visiting Fellows and Special Volunteers is required. Knowledge and understanding of Human Resource management, as it applies to the program level, in areas such as Title 42 Pay adjustments; employee monetary and non-monetary awards; performance evaluation systems; and employee relations is required. Knowledge of federal travel policy and procedures as applied to the NIH is required. Knowledge and skill in the use of NIH administrative systems which includes: the Administrative Data Base (ADB); Data Warehouse; NIH Space Management Web Site; nVision; as well as various budget and HR databases, e.g., VSOF, soFIE, VEDS, is required. Government Responsibilities: The Government will provide working space and access to telephones, computers complete the internet, and all material needed for this project. The Government will also provide direct oversight of the contractors activities and will review any documents prior to contacting outside agencies or individuals. Reporting Requirements and Deliverables: The Contractor shall work closely with the Project Officer and shall report on ongoing activities on a daily basis. The contractor will invoice monthly and submit one copy of the invoice to the Office of Administrative Management, OD, NIDCR, for approval of receiving. The invoice will include the total amount billed and the number of hours performed for the month. The contractor will submit finished products (i.e., reports, documents, tables, spreadsheets, correspondence, etc.) in the standard format as prescribed either by the person making the assignment or the standard NIH format current at the time of completion of said projects or assignments. Program Management and Control Requirements: The contractor will be expected to follow all management controls applicable to administrative management as well as all safety policy and procedures. The contractor will complete the IT security training requirements as well as any other training requirements expected of contractors. There will be no supervisor/employee relationship nor any signatory authority granted to the contractor. The North American Industry Classification (NAICS) Code is 541990 and the Size Standard is $6.0M. This is a small business set-aside requirement. This acquisition is being conducted under simplified acquisition procedures, and is exempt from the requirements of FAR Part 6, Competition Requirement.
