Description
Request for Proposal number DOL-J-07-SA-00003 for continued operation of the Hawaii Job Corps Center located in Waimanalo, Hawaii, on the island of Oahu, with a satellite located in Makawao on the island of Maui, will be made available on Friday, June 09, 2006 by written request to agency, or at the following websites: http://www.doleta.gov/jobcorps/jc_index.cfm or http://fedbizopps.gov/. The RFP is also available via link from http://wdsc.doleta.gov/jobcorps . Job Corps is a residential training program for economically disadvantaged youth, between the ages of 16 and 24. The successful offeror will manage and operate a government-owned facility and hire staff for residential living, basic education, vocational training, outreach, admission, career development and career transition services, and health care services in accordance with the applicable DOL/Job Corps regulations. Copies of DOL/Job Corps regulations are available at the above-mentioned web site. The contract capacity is for 185 residential males, 137 residential females, 10 non-residential males, and 30 non-residential females for a total capacity of 362 trainee participants. It is anticipated that the resultant contract will be a performance-based Cost-Plus-Incentive Fee contract for a two base- year period from May 1, 2007 to April 30, 2009, plus three performance-based options of one year each. A Pre-Proposal Conference for the procurement will begin promptly at 9:30 a.m., local time, on Tuesday, June 20, 2006 at Waimanalo in Oahu and Wednesday, June 21, 2006 at Makawao in Maui, followed immediately by a walk-through of each facility. The proposal will consist of a written submission in accordance with Section L of the RFP. It is recommended that interested parties download the RFP prior to attending the Pre-Proposal Conference and walk-through. Proposals are due no later than August 11, 2006, 5:00 p.m. local time and will be received at: U.S. Department of Labor Office of the Job Corps 71 Stevenson Street, Suite 1015 San Francisco, CA 94105 Attn: Linda MacClellan, Contracting Officer All responsible sources may submit a proposal which shall be considered by the agency.
