Description
SUBJECT: Request for Information on CCTV technologies systems. The Department of State Bureau of Diplomatic Security is seeking information on all available commercial, off-the-shelf (COTS) CCTV technologies systems and devices and associated hardware and software that would enable security guards responsible for monitoring perimeter security cameras to perform their assigned tasks more effectively. We are seeking information on current and emerging CCTV technologies to utilize existing CCTV systems which are currently viewed across several monitors to be displayed in a single view. Any solution must utilize, to the greatest extent possible, the existing CCTV equipment. (See below for a sample listing of existing equipment). Technologies applied to security and critical infrastructure monitoring and protection is of specific interest. Any ideas to enhance the guards? ability to assess the facility?s security posture via the CCTV equipment should be considered. The ?single view? scenario mentioned above could include such video and enhancement as live, animated, stitched, still views, motion detection, suspicious activity, etc. The purpose of this RFI is to support evaluation of available CCTV systems and devices from the end-user perspective and to determine the capabilities and limitations of various technologies. Review of this information is being performed by the Department of State, Bureau of Diplomatic Security, Security Technology Division. All information received will be treated as public knowledge; therefore, vendors should not submit proprietary information in response to this RFI. All data received in response to this RFI marked or designated as corporate or proprietary information will be disposed of, and the information will not be considered for evaluation. Specific information sought includes: 1. A description of the CCTV system or device, including size, endurance, transmission distance, hardware requirements, interface specifications and protocols, potential applications and setup constraints; 2. Cost range and expected life cycle operation, training and maintenance costs; 3. Compatibility with access control or intrusion detection software, installed and optional, as well as ability to integrate emerging technologies; 4. Night/day operation; 5. Data transfer abilities/specifications; 6. For wireless applications, antenna equipment and expected geographic coverage area; 7. A list of current users with identified point-of-contact, or, in the case of emerging technologies that have not yet been introduced into the market, organizations that have placed orders for the system, device or technology; 8. Installation and support specifications and requirements; 9. Name and telephone number/e-mail address of the individual that potential users should contact for more information on the CCTV product; and 10. Websites or brochures with diagrams, drawings and graphics that would assist the user in understanding the system. This announcement is for information gathering purposes only. Currently used CCTV equipment A typical facility might have anywhere from 20 to 30 perimeter cameras (with a mixture of fixed and pan & tilt units), a DVR or two, and a matrix switcher with controller. SUBMITTALS Respondents are invited to provide information in the form of product brochures, press releases, technical specifications sheets, independent assessment results, reprints of trade journal articles, etc., although electronic media are preferred. Submissions should include complete data sheets, pertinent company information, including contact persons, telephone number, fax number and e-mail address. Responses to this RFI should be sent to Bernice Barnes via email. Email address is BarnesBL2@state.gov. Copy of any printed materials and limit the submission to thirty (30) pages total. This RFI is for planning purposes and should not be construed as a Request for Proposal (RFP) or solicitation of an offer. The U.S. Government does not intend to award a contract on the basis of this RFI or otherwise pay for the information solicited.
