- The Department of Veterans Affairs is seeking proposals from construction firms for a Design Build project. This procurement is to construct a new Spinal Cord Injury Center at the VAMC in Minneapolis, Minnesota. This solicitation included all design-build services including labor, equipment, and all incidentical necessary for the design and construction of a new Spinal Cord Injury and Disorder Center (SDIDC) at the Minneapolis VA Medical Center at One Veteran's Drive, Minneapolis, MN. The SCIDC is approximately 68,000 SF containing 30 beds and outpatient services. The SCIDC is single story building and partial basement, and a covered entry canopy. The site includes surface parking, outdoor activity areas and relocated utilities, fire road and picnic pavilion. The building will be located on the southeast quadrant of the campus and connected to the existing medical center. Work includes, but is not limited to, the architectural and engineering design services to prepare complete and coordinated construction documents based on the documents contained in the Request for Proposal (design development drawings and performance specifications), and the construction services required for the installation of the new SCIDC including fixed equipment, site work, utility placement and relocation, landscaping, roadways, parking, grading, and underground connecting utility tunnel and at grade pedestrian link, and certain other items. The existing Hospital is to be kept open for use by visitors, patients and Hospital Staff during construction. The Offeror shall furnish, obtain any and all necessary licenses and/or permits required to perform this work in the state of Minnesota. Cost Range for this procurement is $10,000,000 to $20,000,000. The NAICS code for this procurement is 236220 with a small business standard size of $31M. This Solicitation is unrestricted which will require a subcontracting plan from large businesses. The subcontracting goals are 23% SB, 5% SDB, 3% SDVOSB, 5% WOSB, 3% HUBZone and 7% VOSB. Solicitation documents will be available on or about June 8, 2006.
