Description
The 412 TW/AFFTC, Edwards Air Force Base, CA is seeking potential sources capable of providing a 12- 18 month leasetwo (2) Rockwell Hardness Testers, to support the Weld Element in the verification and testing of material treatments for fabricated, modified, and/or repaired parts for the various aircraft assigned or deployed to Edwards AFB, to support test programs, engineering test modification and the commonality of associated equipment prior to heat treatment. REQUIREMENT: Rockwell Hardness Testers, Qty. 2 each. The technical specifications for these desired products are listed below: Meets or exceeds ASMT E18, DIN, EN, ISO, and other applicable national and international standards. Gage Repeatability and Reproducibility (GR&R) of 5% or less. Throat Depth- 8.375 inches (210 mm). Vertical Capacity- 14 inches (335 mm). RS-232 serial interface capability. 100, 120, 220, 240 VAC (+/- 10%) 50/60 cycle single phase 370 watts. I/O port for external devices including footswitch, alarms, robotics and hand-switches. Test block and indenter storage rack. Ability to convert or correct value after test is already completed. Dedicated keys for repetitive functions including delete test, clear stats, auto print and print report. Statistical calculations include mean, min, max, range and standard deviation. Tolerance limits, cylindrical corrections, test counter, auto scale conversion. Ergonomically placed on/off, start, emergency stop, and jog keys. Fiber optic light source providing pin point illumination of test area. Adjustable height control panel that can be configured for left or right-hand operation. Self-check diagnostics at start up and automatic recall of last test set up. Clear Fluorescent back-lit display with status icons that indicate indenter type, scale, conversion, cylindrical correction and tolerances. Logical menu drive system with soft keys and user friendly operation. Indenter snap grip to eliminate traditional gripsel and provide increased repeatability by elimination side loading of the indenter. Easy indenter changing. Encoder based, high precision, optical displacement measurement system. Accessories to include: 2.5 (63mm) flat anvil 1/16? carbide ball indenter with 5 balls Comprehensive operators manual Certificate of Calibration In addition to this, the Rockwell Hardness Testers will need to meet the following testing and calibration standards: ASTM E-18, ASTM B-254, Deutsches Institut for Normung (DIN), Japan Instrument Society (JIS), European Norms (EN), France, European Committee for Standardization (CEN), and British Standards Institute (BS). Your company will also need to be capable of sending a service engineer or representative to Edwards AFB for installation and hook-up of all hardware; start-up training to include: basic operator instructions, safety features, calibration requirements and basic operational functions; and the calibration and certification of two (2) scales for Rockwell Regular and Superficial testers and four (4) scales for Twin testers. Firms responding to this synopsis must identify their company?s capabilities to perform the requirements described herein, reference the synopsis number and indicate whether or not that they are a small or small disadvantaged business concern as defined in FAR 52.219-1. The NAICS code is 334519. The Small Business size standard is 500 employees. The information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement and does not constitute a solicitation for quotes. A determination by the Air Force not to open the requirement to open competition, based on response to this sources sought synopsis, is solely within the discretion of the Air Force. The Government does not intend to pay for any information provided under this sources sought synopsis. It is anticipated that a Firm Fixed Price contract will be awarded in June of 2006.
