Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and written solicitation will not be issued. F5F33CE6111A100 is issued as a request for quotation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-09, Effective 19 Apr 2006. This is a 100% small business set-aside NAICS Code 561730 size standard $6.0 million. The contractor shall provide all labor, supervision, transportation, equipment, tools, materials, and other items and services necessary to prune and trim trees at March ARB, CA. All debris shall be removed and disposed of off the base. The contractor shall trim dead or excess fronds off of 141 palm trees, and trim 49 trees throughout the base. All trees and palms shall be trimmed away from buildings, power lines, and streets. All trees and palms that shall be trimmed will be marked with red tape. Also, a map will show locations of the trees and palms. The contractor shall remove debris produced by tree/palm trimming at the end of each workday. The contractor shall exercise care to avoid damaging existing power lines and irrigation. Any such damage shall be restored through repair or replacement as directed by the Contracting Officer (CO) at the contractor?s expense. Prior to beginning the work, the contractor shall indicate to the Government any operations that may inhibit normal traffic flow. The contractor and all workers shall wear proper safety gear while working on or around the base. A pre-quote site visit is scheduled for 04 May 2006 at 0900 hours at the front gate pass & id office. Contractors are encouraged to attend. The government will consider price and past performance in its evaluation of quotes. Offeror will provide a minimum listing of 3 jobs of similar size and scope completed along with contact references to verify performance. FAR 52.212-3 Offeror Representations and Certifications-Commercial Items, applies to this acquisition. Offerors need to include a completed copy of the provision at FAR 52.212-3 Offeror Representations and Certifications-Commercial Items or offeror can submit Online Representations and Certifications. This application is a e-Government initiative that has been developed to replace most of the paper based Representations and Certifications (Reps and Certs) process, known as Section K, by creating an Internet application that allows user access 24/7. ORCA is an on-line system that is located on the Internet. The ORCA site can be found by going to http://www.bpn.gov and clicking on Online Reps and Certs Application. 52.212-5, Contract Terms and Conditions required to implement statutes or executive orders-commercial items, applies to this acquisition. AFRCFAR 5352.222-9100 Applicable Wage Rates Wage Determination 1994-2053 Revision 27 dated 02/17/2006 is applicable. Laborer, Grounds Maintenance at $11.80. Facsimile quotes will be accepted at (951) 655-3772. All responsible sources may submit a quote, which may be considered. Effective 1 June 1998, all contractors are required to be registered in the Central Contractor Registration (CCR) at https://www.ccr.gov. The Department of Defense requires payment requests be made by electronic submission in accordance with Department of Defense Federal Acquisition Regulation, DFARS Clause 252.232-7003 Electronic Submission of Payment Request. This amendment is posted to clarify details to the statement of work, in addition to what is stated above. The 141 palm trees are to be trimmed to 10 to 2 o?clock shape configuration. The other 49 trees, of differing types, will be given full cut according to International Standard of Arboriculture guidelines. Please revise your quote, if needed, based on the additions stated in this amendment and forward them by FAX or E-MAIL to 452 Operational Contracting Office by COB 30 MAY 2006.
