- The Air Force District of Washington Acquisition Division (AFDW/A7KH), Bolling AFB DC, intends to award simplified acquisition contracts on a sole source basis to Blair Inc (7001 Loisdale Rd, Springfield VA 22150-1904) for storing exhibits, refurbishing/building exhibits, displaying event audio/visual exhibits, moving and relocating display exhibits, maintaining exhibits and planning/coordinating exhibit participation in support of the USAF 60th Anniversary. The Government requires a contractor experienced with on-site and in-house coordination of traveling exhibits for Air Force events within the United States such as the Air Force Open House, the Joint Services Open House, and the Dayton Air Show with the possibility of coordinating international events such as the Global Air Chief Conference and the Royal International Air Tattoo. The contractor shall refurbish existing exhibits and build new exhibits that consist of flexible multi-sectional units for the USAF 60th Anniversary and install, maintain and support interactive systems such as plasma screens displays, audio playback and DVD playback and to develop and setup interactive graphical computer presentations. Additionally, the contractor shall design exhibits that allow mounting of interchangeable hard copy graphics, 42-inch plasma panels and audio equipment. The contractor shall contribute ideas for themes, content, imagery and all aspects of production details for the USAF 60th Anniversary exhibits based upon Air Force history and current affairs. Understanding the types of events and the market the USAF 60th Anniversary Task Force Office is targeting with the exhibits, the contractor shall possess corporate contacts and relationships to coordinate with Air and Trade Show organizers to arrange floor space, setup, breakdown and support necessary for display at multiple events. The contractor shall store, construct, setup, modify, dismantle and ship exhibits to and from each venue. Modifications to the exhibits should be quick and easy to ensure the flexibility of deploying exhibits based on each venue?s size and location. The contractor shall deploy exhibits in all environments to include highly secured environments. The North American Industry Classification System (NAICS) code for this acquisition is 541850. The corresponding SIC code is 7312. The small business size standard is $6.5 Million. All interested parties are encouraged to provide information on their capabilities to meet this requirement. In order to be considered a potential source, interested parties must submit clear and convincing documentation demonstrating the capabilities to satisfy the requirement specified above and advantages of the Government to consider another source. The documentation shall include prices and descriptive literature containing sufficient technical documentation to establish a bona fide capability to meet this requirement. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this synopsis, the contracting officer may determine that solicitations will be issued. If solicitations are issued, no additional synopsis will be published. Any such solicitations will be issued to Blair Inc and all firms that respond to this synopsis. If no affirmative written response is received within 7 calendar days after publication of this synopsis that a comparable source is available, contracts will be issued to Blair Inc for the requirement described above. The specific period of performance is unknown at this time. All prospective offerors must have a Commercial and Governments Entity (CAGE) code and must be registered with the Central Contractor Registration (CCR) as prescribed in DFARS 252.204-7004 in order to receive award.
