- The Regional Contracting Office Bavaria intends to negotiate a sole source Firm Fixed Price contract with Parsons Engineering Science Inc., 100 West Walnut Street, Pasadena, CA 21124, for support of United States Army Europe (USAREUR) Range and Tra ining Land Program. USAREUR, Seventh Army Joint Multinational Training Command (7th A JMTC), Training Support Activity Europe (TSAE) is responsible for developing and maintaining USAREURs Sustainable Range Program (SRP) IAW AR 210-21 (Army Ranges and Tra ining Land Program) and DA-G3 guidance. Two major components within the SRP are the Range Training and Land Program (RTLP) and the Integrated Training Area Management (ITAM) Program. Subordinate to 7th A JMTC TSAE, are six (6) Regional Training Support C enters (RTSCs): Baumholder, Schweinfurt, Vilseck, Friedberg, Mannheim and Italy. TSAE is responsible for the operation of range and training areas throughout Europe with facilities located from the Benelux (encompasses TSC Belgium and TSC Schnienn, Netherl ands) to Italy and in the future, Eastern Europe. The RTSCs have local Training Support Centers (TSCs) assigned to them, responsible for operating and sustaining these training areas. The local TSCs are responsible for the day-to-day management of the tra ining areas and coordinate their RTLP program and requirements through their respective RTSC. These requirements are reviewed, validated and then consolidated and prioritized by TSAEs RTLP. As part of the USAREUR RTLP, TSAE is responsible for managing f unding received from Department of the Army (DA) which is used to fund these projects as well as establishing a 6 Year RTLP/Range Development Plan (RDP) for these facilities. The RTLP/RDP identifies the Operations and Maintenance, Army (OMA) projects nece ssary for the sustainment and modernization of these range facilities. All OMA projects are centrally managed by the RTLP Manager and programmed within Germany and for the remote TSCs outlined above. Within Germany, the OMA projects which exceed 70,000 E uro must be submitted through the German state agent (LBB). In addition, the US Army Corps of Engineers (COE) as well as the LBB provide construction management services for these projects depending on the Programmed Amount (PA) and/or complexity of the p roject. Each local Installation/Garrison also provides project management support through their local Department of Public Works (DPW) as deemed necessary. USAREUR RTLP acts as the proponent for these projects and ensures that all the requirements defini tions, designs, and implementation criteria are IAW with Army standards.
