- This is a Service Disabled Veteran set aside combined synopsis/solicitation for a commercial service to provide analysis and management support to Program Manager prepared in accordance with the format in FAR subpart 12.6 as supplemented with additio nal information included in this notice. This announcement constitutes the only solicitation: proposals are being requested and a written solicitation will not be issued. A Time and Materials contract is intended to be used. The applicable NAICS Code for t his effort is 541611 with a size standard of $6,000,000. The duration of the contract will be for one year from the effective date of the award, with four option years. In order to be eligible for award, offerors must be registered in the Central Contracto r Registration (CCR) database. The web site to register or check on your status is http://www.ccr.gov/.1. SCOPE: This effort is to obtain management and staff support for the PM FSS in the areas of strategic planning, force structure management, current operations, and business transformation planning as impacted by Total Life Cycle Systems Management, Performance Base Logistics, Balanced Scorecard (Metrics), and Item Unique Identification. Additionally, support is needed with new objectives and require ments during the transition to Lean/Six Sigma business process conversion.2. PERFORMANCE REQUIREMENTS:2.1 Total Life Cycle Systems Management (TLCSM) transformation support:2.1.1 TLCSM PM FSS Program Design: The contractor shall obtain and perform anal ysis on the following policy initiatives and develop implementation plans for PM FSS operations. US Army and Department of Defense (DOD) Acquisition Regulation (s) 5000.1 and-supplements as they relate to Total Life Cycle Systems Management.- TACOM TLCSM implementation plans and guidance as contained in Memos and Directives.2.1.2 TLCSM Program Implantation: The Contractor Shall:- Represent PM FSS during initiative development to gather information/analyze course of action, make recommendations regarding courses of action and participate in the authorizing of the PM FSS/Natick Soldier Center (NSC)/TACOM ILSC TLCSM implementation plans.- Provide assistance with the updating, modification, and maintenance of the TLCSM Implementation to ensure smooth appli cation of process improvements, identification and application of lessons learned and distribution of pertinent information.2.1.3 TLCSM Support: The contractor shall assist with overall management and oversight of the TLCSM Board of Directors (BoD) direc tives and task assignments. In performing this support the contractor shall:- Provide PM FSS analysis of ongoing BoD directed projects.- Perform analysis of the effectiveness of TLCSM program teams on an ad hoc basis per requests by PM FSS- Solicit, de velop, review and document improvements required by TLCSM members and provide coordination for the development of enhancements with PM FSS TLCSM process.2.1.4 Item Unique Identification (IUID): The contractor shall assist with the overall implementation and design of the PM FSS IUID program.- Provide a compliance review of all existing and to be developed IUID plans.- Make recommendations on IUID candidate systems and components. - Manage the PM FSS mission tracking and reporting of IUID program implem entation.2.2. Performance Based Logistics (PBL):2.2.1 PM FSS PBL Program Development: The contractor shall assist the PM FSS product management teams throughout the PBL development process both in an advisory position and as backup support as required.2 .2.2 PBL Data Analysis. The contractor shall assist in analyzing the following PBL requirements:- Reviews of Army and DoD PBL implementation guidance regarding application of PBL to selected weapons systems.- PBL Implementation Analysis.- PBL transfor mation initiative to include reviewing PBL documents and data, doctrinal research, metric analysis, and staff coordination for concept development to ensure req uirements, capabilities, structure, and resourcing are available to best support PBL implementation decisions and the integration of war-fighter requirements into PBL development.2.2.3 PBL Reports: The contractor shall assist in generating the following reports:- PEO/Army and PM directed PBL implementation reports, milestone development and execution tracking.2.2.4 PBL Meeting Support: The contractor shall:- Support the PM FSS staff by identifying issues that affect PBL implementation across the full spectrum of PM FSS systems and its support providers and providing written or oral feedback to designated staff.- Attend PBL subject meetings as a representative of the PM FSS and provide guidance and recommendations within the scope of guidance issued by the PM.2.3. Quantitative Staffing Analysis:2.3.1 Organizational Alignment and Staffing: The contractor shall assist with the review and potential organizational development of the PM FSS office. The analysis shall include:- Impacts of Lean/SixSigma p rocess redesign or FSS processes and organization - Impacts of implementation of PBL on designated systems- Impacts of TLSCM on staffing demands across the PM FSS structure.2.4. Operation Support:2.4.1 Operational Reviews. The contractor shall review operational mission areas which take advantage of the PM FSS historical strengths (combat service support), and new areas which may potentially be expanded (TLCSM), to ensure that the PM FSS developed equipment remains relevant to support the Armys CSS requirements.- Provide a comparative analysis of th e PM FSS current operations and the organizations assigned to perform those missions during the planning and/or execution of contingency operations. - Provide technical, analytical, programmatic and administrative support directly to the PM, Deputy PM and the Assistant PMs as related to Program Development, Program Documentation, and compliance to DoD 5000 series Army policy documentation as regarding program milestone preparation.2.4.2 Support Assistance. The contractor shall provide additional support to the PM staff as directed to supplement team support and facilitate plan implementation.2.5. Army Balanced Scorecard (Metrics Management).2.5.1 M etrics Analysis. The contractor shall provide analytical and data support relating to the PM FSS metrics management process.- PEO CS&CSS Quarterly Metrics Management process and represent the PM at designated metrics meetings. - Oversee the PM FSS PBL metrics management process- Oversee the PM FSS TLCSM implementation.2.5.2 Submission of Metrics Data. The contractor shall coordinate the collection, collation, coordination and submission of PM FSS metrics data to meet quarter ly reporting requirements.- Contractor will interface with higher level staff to obtain reporting requirements and changes, translate the impact of changes on to PM FSS processes and provide guidance to PM FSS staff on program execution to include sample documents and reports.2.6. In Process Review (IPR): The contractor shall schedule and conduct four (4) quarterly IPRs in conjunction with PM FSS and/or the designated Contract Technical Representative. The IPR serves as a forum for exchange of critical information, questions and answers, allows the government to monitor and manage the work of the contractor. The COR will notify the contractor in the event that a scheduled IPR will not be conducted. The contractor shall provide shall provide a monthly r eport with the DD250 that shall assist in addressing topics for the IPRs.3. DELIVERABLES: Deliverables include briefings, papers, technical analyses, reports, procedural guidance and management support. The specific format required by each objective ass ignment is determined by the COTR and outlined in 4.0 File Formats.2.1. TLCSM BoD program plan and modification; Oral or written report; Format: 4.0; As required prior to TLCSM scheduled meetings and as directed by BoD Chairman2.2. Monitor i mplementation of the PM IUID milestone plan and report progress monthly; Written report; Format: 4.0; As required to meet suspense from higher headquarters2.2. PBL implementation plan and revision to comply with warfighter needs; Oral or written report; Fo rmat: 4.0; As required 2.2. PEO CS&CSS PBL implementation progress; Report; Format: 4.0; As required by PEO CS&CSS but not less than quarterly 2.2. Individual PBL product plan assessment; Written assessment; Format: 4.0; As required by PM/APM2.3. Organizational Assessment; Oral or written presentation; Format: 4.0; ADHOC analysis as required 2.4. Operations support assessments; Oral or written presentation; Format: 4.0; ADHOC analysis as required2.4. Program Plan Data Analysis; Oral or written presentation; Format: 4.0; ADHOC analysis as required 2.5. Quarterly Metrics Report; Report; Format: 4.0; IAW quarterly suspense date2.6. In Process Review; Oral Report; Format: 4.0; Quarterly as scheduled FILE FORMAT AND QUANTITIES:- Hard copies of deliverables in one original furnished via E-mail. Furnish monthly reports with DD 250 in an e-mail forma t.- Microsoft Word and PowerPoint will be the standard word processing and presentation programs. Microsoft Excel is required for spreadsheets. - Documents will be in accordance with AR 25-50, Preparing and Managing Correspondence, MAY 2001.5.0 TRAVEL: Approximately 1 contractor employee will be required to travel to Ft. Lee, VA (2 trips, 3 days each) and TACOM, Warren, MI (2 trips/3 days eac h) during the performance of this contract. Travel requirements will be reimbursed under the category of other direct costs (ODC) in accordance with Federal Joint Travel Regulation.6.0 PERSONNEL QUALIFICATIONS: The contractor shall offer one or more ind ividuals that have one or more of the following qualifications:- Specific expertise in PM FSS commodity items (shelters, airdrop, and field services/field feeding equipment)- Graduate of the Advanced Program Management Course, Defense Systems Management College, Defense Acquisition University - Graduate of the Army Management Staff College, or Command and General Staff College, or equivalent - Have achieved certification and/or equivalency as Level III DAWIA certified in Program Management, Systems Planning, Research, Development & Engineering, and/or Contracting / Procurement.- Contractor shall have intimate working knowledge of and experie nce with Army Staff policies and procedures. - Contractor shall have first hand experience of working with DoD Procurement policy at the Army and/or DoD Level, - Contractor shall have first hand experience of working with PPBES at both the Army Staff level and in an Army Program Management Office.- Have intimate working experience with Performance Based Logistics Development process and implementation.7.0 PLAC E OF PERFORMANCE: Tasks will primarily be performed at the government facilities in the Natick Soldier Center, Natick, MA or at alternate sites identified by the government as required. 8.0 SECURITY: A minimum of a secret security clearance is required for all personnel working on this contract. The contractor is responsible for obtaining employee security clearances and ensuring that all persons working on this effort are U.S. citizens. The contractors should promptly initiate the clearance process wi th Defense Industrial Security, through their own security staff.9.0 PERIOD OF PERFORMANCE. The period of performance shall be for one (1) base year of 12 months (1000-2000 hrs) after contract award and four (4) 12- month options years as follow: Base Pe riod:Date of award through 12 months after award. Option Year 1: 13 months through 24 months after award Option Year 2: 25 months through 36 months after award Option Year 3: 37 months through 48 months after award Option Year 4: 48 months through 60 months after award. INVOICING: The Contractor shall bill no more than once monthly. Invoices must include, as a minimum, the follo wing information for each individual: Name, Time period covered, Productive Direct Labor Hours, Labor Category(s), Hourly Rate, Travel w/description, Other Direct Costs with an appropriate description. This solicitation document incorporates FAR provisions and clauses in affect through Federal Acquisition Circular 2005-06 dated 14 November, 2005 as applicable. Offerors shall include the full text provision FAR 52.212-3 (Offeror Represent ations and Certifications Commercial services), completely filled out and as well as DFARS 252.212-7000, Offeror Representations and Certifications-Commercial services). The following evaluation factors shall be used to evaluate offers in descending order of importance: Feasibility of technical approach is considered the most important factor, followed by price and past performance. A written proposal is requested along with resumes of the potential candidates able to fill the statement of work. Contracto rs shall address all the evaluation criteria in the above factors in detail in their proposals. Following the evaluation of all the proposals, the Government will select the contractor that provides the best value to the Government. This is a best value ac quisition, therefore offerors are cautioned that award may not necessarily be made to the lowest priced offeror. Response time is 5 June 2006, 5:00 P.M. EST.
