Engineering & Technical Analysis/Project Management Services, Missile Defense Agency, Pacific Missile Range Facility, Barking Sands, Kauai, Hawaii SYNOPSIS The Fleet and Industrial Supply Center, Pearl Harbor, HI intends to acquire engineering, technical analysis and project management services for Missile Defense Agency (MDA) and Navy Test and Evaluation (T&E) Initiatives. Work involves professional engineering, planning/analysis, and technical project management support services. Anticipated workload integrates the following elements: strategic planning for technology programs/activities and concept development and requirements analysis; concept development and requirements analysis; integrated logistics support, and acquisition and life cycle management. The anticipated period of performance of the resulting contract is 01 August 2006 to 31 July 2007, with four priced one-year option periods. Place of performance is Pacific Missile Range Facility, Barking Sands, Kekaha, Kauai, Hawaii. This requirement is 100% Small Business Set-Aside. The applicable NAICS code is 541330 and the small business size standard is $4.5M. The resulting award is anticipated to be an indefinite-delivery/indefinite-quantity contract with time and materials provisions. A single award will be made to the offeror providing the best value to the Government. The prospective contractor must be registered in the Central Contractor Registration (CCR). The solicitation documents will be posted on the NECO website, http://www.neco.navy.mil and the Federal Business Opportunities website, http://www.fedbizopps.gov on or about 08 June 2006. It is the responsibility of the prospective offeror to monitor the website for the release of amendments, if any, or other information pertaining to the solicitation. The following factors shall be used to evaluate offers: (1) Experience, (2) Technical Approach, and (3) Price. The Government reserves the right to make a best value determination without discussion with the offeror.
