Description
This amends the previous synopsis in its entirety. The title of this procurement has been changed to Scientific and Technical Support. The U. S. Environmental Protection Agency (EPA), Office of Water (OW); Office of Science and Technology (OST); Engineering and Analysis Division (EAD), Engineering and Analytical Support Branch (EASB) has a requirement for support of the development of effluent limitation guidelines and other programs under the Clean Water Act, as well as support on efforts related to the Safe Drinking Water Act. The contractor shall provide services which include scientific and technical assistance related to use of appropriate analytical methods and sampling techniques, review of laboratory data, and data handling of the results of analyses of water and water-related samples, such as sludge and fish tissue. This requirement requires superior levels of technical expertise in the fields of analytical methods for the measurement of chemical, microbiological, biological and radiochemical pollutants in water-related matrices, sludge, and sediments; analytical laboratory quality control; large-scale environmental sampling logistics; computer programming; automated management information systems; and field sampling at a wide variety of industrial and municipal facilities. The contractor shall manage multiple, concurrent work assignments which will require long-term as well as quick turn-around responses essential to the statutory responsibilities of OW. The RFP PR-CI-06-10483 shall be solicited under full and open competition with the NAICS code designation for the acquisition being 541614. IN ORDER TO AVOID CONFLICTS OF INTEREST, THE CONTRACTOR AND ITS TEAM WILL BE PROHIBITED FROM OWNING OR OPERATING AN ANALYTICAL LABORATORY FOR THE DURATION OF THE CONTRACT. The EPA anticipates awarding a Cost Plus Fixed Fee, Level-of-Effort type contract. It will comprise a 12 month base period of 12,425 hours, four 12 month option periods of 25,000 hours each, and 100,975 optional quantity hours over the years. The potential hours for the base, option periods, and optional quantity hours total 213,400 hours. The solicitation is expected to be issued approximately June 19, 2006 on EPA?s website: http://www.epa.gov/oam/cinn_cmd. This office does not intend to mail hard copies of the solicitation. It is the responsibility of the offerors to frequently check the EPA website for updates or changes. All responsible sources may submit a proposal which shall be considered by the agency. The incumbent for the contract currently fulfilling this requirement is CSC Systems & Solutions LLC located in Chantilly, Virginia See numbered Note 26.
