Description
NASA/ARC has a requirement for two laser distance transducers for measurement of helicopter blade motions in the Army NASA RASCAL JUH-60. NASA/ARC intends to purchase the items from Keyence Corporation of America located in Pleasanton, California, under the authority of FAR 13.106-1 (b)(1), only one source reasonably available that can meet Agency requirements. The required sensors are direct replacements for the original set operated in the RASCAL JUH-60 helicopter. The most critical requirements for determining suitable replacements are the nominal focal distance, distance sensing ranges of operation, distance resolution, linearity, measurement update rate, and sensor weight and size. These quantities are determined by the physical geometry of the UH-60 rotor system and the existing customer sensor mounting hardware, and the measurement accuracy requirements for the system in both space and time. The sensors must be able to operate reliably and maintain their performance in the severe vibration and loading environment of the UH-60 rotor hub throughout the flight envelope of the UH-60 helicopter. In addition, it is also essential that the replacement sensor be ?Class 3b? or eye-safe. Specific requirements for the type 1 laser displacement sensor are as follows: Reference Distance 100mm, Measuring Range +/- 40mm, Linearity <= 1.6% of F.S.^1, Resolution 40um @ 20ms, Frequency Response 18Hz @ 20ms, Maximum size (sensor head) 46^3x45.5x17mm, Maximum size (controller) 138x55x30mm, Maximum weight (sensor head) 165g, Maximum weight (controller) 155g. Specific requirements for the Type 2 laser displacement Sensor are as follows: Reference Distance 300mm, Measuring Range +/- 100mm, Linearity <= 4% of F.S., Resolution 50um @ 20ms, Frequency Response 36Hz @ 10ms, Maximum size (sensor head) 56^3x85x28mm, Maximum size (controller) 110x90x83mm, Maximum weight (sensor head) 250g, Maximum weight (controller) 530g. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on June 8, 2006. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
