Description
The Fleet and Industrial Supply Center, Regional Contracting Department, Pearl Harbor intends to award an unrestricted contract for the rental of 69 Mid-Size Sedans and eight (8) 7-Passenger Vans for COMTHIRD Fleet. This solicitation is open to both small and large businesses. This is a combination synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, Steamline Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requests and a separate written solicitation will not be issued. All prospective Offerors are responsible for monitoring the site for the release of amendments (if any) or other information pertaining to this solicitation. All responsible sources may submit a quotation, which shall be considered by the agency. Contractors must be registered in the Central Contractor Registration Database (CCR) to be eligible for Department of Defense contract award. Solicitation No. N00604-06-T-RM01 is here by issued for Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Circular 2005-09 and Defense Change Notice 20060512. The NAICS cod is 485999 and the business size standard is 500 employees. This requirement is for a fixed priced contract for CLIN 00001 Rental of 69 Mid Size Sedans. Sedans are restricted to the types using General Services Administration (GSA) classifications standards and CLIN 00002 Rental of Eight (8) 7-Passenger Vans. Rental period is 22 June 2006 thru 30 July 2006. The contractor will deliver the vehicles by 22 June 2006 at 0800 (two (2) days, one week, one month (4 weeks). The vehicles will be returned to the staging area for pickup by the contractor by 30 July 2006 at 1500 PM. The contractor will deliver vehicles to a staging area, (address to be determined) near the Fleet and Industrial Supply Cent er, Pearl Harbor Building 475. Contractor shall provide listing of all vehicles license numbers on or before the date of delivery. Vehicles to be picked at the same area by the contractor at the end of the contract period. Inspection and Acceptance shall be made at Destination by the receiving activity. In the event the unit price and extended price are ambiguous, the Government shall use the indicated unit price for evaluation and award purpose. Offerors may not be submitted for less than those specified. The provision at FAR 52.212-1, Instructions to Offerors-Commercial Items applies with the following addendum: Paragraph (h) Multiple Awards: Delete entire paragraph and insert ?Single Award?. FAR 52.212-2, Evaluation of Commercial Items applies. The Government plans to make a single award to the responsible contractor whose proposal is lower price, and has the ability to deliver the vehicles on time, in full compliance with all other requirements set forth in this solicitation. The government reserves the right to determine which quotes show the required capability and the right to eliminate from further consideration those quotes which are considered unacceptable and not capable of being made acceptable without major rewrite or revision. Offeror shall price all CLINs. The quoted prices shall be inclusive of all applicable charges and will be the total amount of payment. Driver will be United States citizens at least 21 years old. The Government will be responsible for refueling vehicle prior to return. The quoted price of vehicles will not include the payment of premiums for liability insurance since the Government is self-insured. Offeror shall include with offer a completed copy of the provision at FAR 52.212-3 Offeror Representations and Certifications-Commercial Items and DFARS 252.212-7000 Buy America Act-Balance of Payment Program Certificate. If the offeror has completed the annual representations and certificates electronically at http://orca.bpn.gov, the Offeror only needs to complete paragr aph (j) of the provision.
