Description
This is a combined synopsis/solicitation number NRMAC000-6-00026 and this announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The U.S. National Oceanic and Atmospheric Administration (NOAA), Air Resources Laboratory is interested in acquiring Scientific research and Technical support services as described below in the Statement of work. The period of performance for this requirement is expected to be four months and the budgeted amount is $16,000. The evaluation for award will be made on a best value basis. The evaluation factors, listed in order of importance are small business, approach, past performance, and price. The quote shall include an approach; how the work will be performed and managed, and a firm fixed price. All responsible sources may respond to this solicitation by submitting a quotation that is no more than 15 pages, addressed to Robin Prather, 1305 East West Highway, SSMC4, Suite 7146, Silver Spring MD 20910 to be received no later than Noon, June 6, 2006. Responses can also be faxed to 301-713-0806 or e-mailed to Robin.Prather@noaa.gov. The resulting purchase order shall be awarded on a firm fixed price basis. The applicable terms and conditions for the resulting purchase order are current through FAC 2005-07 of the Federal Acquisition Regulation Parts 12 and 13. Statement of Work: The Air Resources Laboratory of NOAA/DOC, working with the Illinois State Water Survey, University of Illinois at Urbana Champaign (ISWS/UIUC), has a program to develop an integrated Climate, Air Quality and Impact Modeling System in 1999. The objective of the program is to provide credible information on climate and air quality, including their variability, change and impact, as a scientific basis for policy/decision makers to develop optimal pathways to achieve future economic, societal and environmental goals, to extend the function of the Weather Research and Forecasting (WRF) Model to climate applications on regional scales, the group developed a model, CWRF, for re-locatable global applications. Objectives of this work: The objective of this work is to procure data which is enhanced meso-scale observation data used for testing and validation of the CWRF in the lower delta of Yangtze River in China and its quality control and assessment score and to compare it with current data owned by the NOAA, Air Resources Laboratory. Task 1: Develop a plan describing and scheduling the proposed testing and validation, including data preparation and model configuration. Task 2: Submit a technical report upon completion of the task to NOAA for record, and deliver the complete package, including original data, software code and summary. Deliverables: Original observation data of the enhanced mesonet in the lower delta of Yangtze River, associated quality control and data assessment score during the CWRF testing and validation, all software codes for the CWRF testing and validation in that region, and a technical summary documenting detailed steps, changes, and improvements of the CWRF model. Reporting: A detailed schedule describing planned testing and validation activities shall be provided to OAR July 31, 2006, and a final report complete with delivery of data, code, and summary shall be submitted to the NOAA, Air Resources Laboratory at completion. Invoicing: An invoice shall be submitted upon the completion of each task. Please include in the quote an appropriate amount for each of the two invoices. The performance period shall be from July 1, 2006 to October 30, 2006.
