- RFQs will be accepted until Friday, 02 June 2006, at 15:00 Eastern Standard Time. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5 and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This requirement is a small-business set-aside and only qualified offerors may submit a quote. ALL GOODS OFFERED IN RESPONSE TO THIS SOLICITATION MUST BE MANUFACTURED IN THE UNITED STATES. QUOTES SHOULD INDICATE AS SUCH. The Department of State requires the following items, Brand Name (NATO with Level III-A protection manufactured by Protective Apparel Corp. of America (PACA)) or Equal: All vests are of the tactical/semi concealable type. The requirement is for Level III-A vests with Level III+ ceramic plates. The "+" sign refers to a level of security higher than a Level III that can protect against AK-47 multi shot. The groin protector is not a requirement. Line Item 001: Armored Bullet Proof Vests Level IIIA with removable Hard Ceramic Plate Insert Level III+ only in front (no ceramic plate required at back), Color: 3-color desert camouflage design (for daytime operations); Size: Large, 912 each Line Item 002: Armored Bullet Proof Vests Level IIIA with removable Hard Ceramic Plate Insert Level III+ only in front (no ceramic plate required at back), Color: 3-color desert camouflage design (for daytime operations); Size Medium, 912 each Line Item 003: Shipping to U.S. Despatch Agency, New York- Crating and Container Inc., 1200 Fuller Road, Linden, NJ 07036 Refer to the following supplemental questions and answers: 1) Do we want poly-cotton or nylon carrier? A- Poly-cotton outer shell. 2) Do we want ballistic pockets, front & back? If yes, do we want size 8"x10 or 10"x12"? A- Yes, the size of the armor plate would depend upon the ballistic vest's size, i.e. 10"x12 for large and either 8"x10 or 10"x12" for medium size vests depending upon manufactures' standards. 3) Do we need Ballistic Level IIIA on the shoulder straps? A- No. 4) Whether the Desert Camouflage is for the outer vests, the plates or both? A- For outer vests. 5) Wish regards to the threat Level III+, does this mean SAPI plate? A- We require stand alone Level III+ hard armor plates. Award will be made to the responsible offeror with the Lowest Price Technically Acceptable. Company must be registered in the Central Contractor Registry (CCR.gov) to eligible for award. Quotes submitted should include shipping and handling. To have a quote considered for award, all vendors must provide manufacturer part # and extended specifications of the exact model being proposed for all items. Failure to provide this information will result in a non-responsive quote and removal from award consideration.
