- The Naval Air Systems Command (NAVAIR) intends to issue a firm fixed price delivery order under Basic Ordering Agreement N00019-03-G-0003 with Sikorsky Aircraft Corporation (SAC), 6900 Main St. Stratford, Connecticut 06614, on an other than full and open competitive basis for the tasking associated with the qualification of the H-60 Stability Augmentation System (SAS) Amplifier after incorporation of the SBU-28/A Rate Gyro. The SBU-28/A with the ADU-877/A was designed as a form, fit, and function replacement for the rate gyro, part number 70901-21913-104. This effort includes the development and submittal of a statement of work that will accomplish the following: Qualify the current H-60B/F/H/J/R/S aircraft SAS Amplifier (P/N 3757302-3) with the GFE-provided SBU-28/A rate gyroscope and ADU-877/A adapter connector. The SBU-28/A will be a forward fit and retrofit (via attrition) replacement for the current rate gyroscope (P/N 70901-21913-104); and address all Integrated Logistics Support (ILS) items, to include all H-60 common databases, plans, Interactive Electronic Tech Manual System (IETMS) , NATOPS manuals, and other publications, affected by the replacement of the current SAS Amplifier rate gyroscope for all fielded aircraft. The estimated period of performance for this effort is six (6) months from award date. This requirement will be procured in accordance with FAR 6.302-1, only one responsible source and no other type of supplies or services will satisfy agency requirements. SAC is the designer, developer, and sole manufacturer of the airframe for the H-60B/F/H/J/R/S aircraft and the only known source possessing the knowledge, experience, and technical data necessary to perform this effort. While this notice of intent is not a request for competitive quotes, interested parties may identify their interest and technical capability to respond to this requirement and may submit information that shall be considered by the Naval Air Systems Command.
