Description
This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This notice is being issued as a Request for Quotations for Research Compressor Coatings in accordance with the following Specifications: The coatings shall be alternating layer, multi-component TiN- and ZrN-based coatings. The thickness of each individual layer is expected to be on the order of 100 nanometers. Total coating thickness shall be 10-20 microns. The coatings shall be prepared in 5 runs ? 3 of which shall be using cathodic arc techniques and 2 shall be by magnetron sputtering. A minimum of 40 NASA-supplied Ti-6Al-4V specimens shall be prepared per run. Specimens will be a combination of 1? diam discs and ?? X 4? bars. These specimens shall be coated on all surfaces except where the specimen is being held by the fixture The coaters used to deposit these coatings shall use multiple, independently controlled sources with shuttering and with control of individual, alternating layer compositions The coaters shall be commercial facilities with automated equipment and state-of-the-art data acquisition Well-established cleaning procedures that are environmentally friendly shall be employed. An in-chamber plasma pre-treatment shall be employed The offeror shall have had prior experience with US Government Contracts and have ISO9001:2000 certification or equivalent Up to three coating runs to produce proprietary coatings to be tested at NASA may be offered as baselines The provisions and clauses in the RFQ are those in effect through FAC 05-09 This procurement is a total small business set-aside. The NAICS Code and the small business size standard for this procurement are 332812 AND 500, respectively. The offeror shall state in their offer their size status for this procurement. All responsible sources may submit an offer which shall be considered by the agency. Delivery to NASA Glenn Research Center, 21000 Brookpark Road, Cleveland, Ohio 44136 is required within 9 weeks ARO. Delivery shall be FOB Destination. The DPAS rating for this procurement is DO-C9. Offers for the items described above are due by COB June 2, 2006, to NASA Glenn Research Center, 21000 Brookpark Road, Cleveland, Ohio 44135, and must include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. If the end products offered are other than domestic end products as defined in the clause entitled "Buy American Act -- Supplies," the offeror shall so state and shall list the country of origin. FAR 52.212-4 (SEPT 2005), Contract Terms and Conditions-Commercial Items is applicable. The FAR may be obtained via the Internet at URL: http://www.arnet.gov/far/ The NFS may be obtained via the Internet at URL: http://www.hq.nasa.gov/office/procurement/regs/nfstoc.htm All contractual and technical questions must be in writing (e-mail or fax) to Nancy Shumaker not later than May 31, 2006. Telephone questions will not be accepted. Selection and award will be made to that offeror whose offer will be most advantageous to the Government, with consideration given to the factors of proposed technical merit, price, and past performance. It is critical that offerors provide adequate detail to allow evaluation of their offer. (SEE FAR 52.212-1(b)). Offerors must include completed copies of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items with their offer. These may be obtained via the internet at URL: http://prod.nais.nasa.gov/eps/Templates/Commercial_Greater_Than_25K.doc. These representations and certifications will be incorporated by reference in any resultant contract. An ombudsman has been appointed -- See NASA Specific Note "B". Prospective offerors shall notify this office of their intent to submit an offer.
