Description
NASA/KSC plans to issue a Request for Proposal (RFP) for a five-year single-award indefinite delivery/indefinite quantity Contract for operation and maintenance, sustaining engineering, and technical support for the following meteorological instrumentation systems: DRWP: 50 MHz Doppler Radar Wind Profiler; LDAR: Lightning Detection and Ranging, and; Mesonet: Visibility and soil moisture sensor network. The DRWP is used for launch day calculations of aerodynamic vehicle loads. It is used for Shuttle landing winds updates, daily routine operations, and its data are archived for climatological analysis and research purposes. LDAR is used for the issuance of lightning advisories and warnings, evaluating lightning launch commit criteria and landing flight rules, daily routine operations, and its data are archived for climatological analysis and research purposes. The Mesonet is instrumented with visibility, rain gage and soil moisture sensors, and an associated communications system that relays the data to the Launch Control Center for transmission to Johnson Space Center (JSC). The Government does not intend to acquire a commercial item using FAR Part 12. The anticipated release date of the RFP is on or about June 22, 2006 with an anticipated offer due date of on or about July 14, 2006. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in FedBizOpps and on the NASA Acquisition Internet Service. It is the potential offeror?s responsibility to monitor these sites for the release of any solicitation or synopsis. An ombudsman has been appointed -- See NASA Specific Note "B". The solicitation and any documents related to this procurement will be available over the Internet. These documents will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application. The Internet site, or URL, for the NASA/KSC Business Opportunities home page is http://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=D&pin=76 Prospective offerors shall notify this office of their intent to submit an offer. It is the offeror's responsibility to monitor the Internet site for the release of the solicitation and amendments (if any).
