Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation No. 5114-6-0011 is being issued as a Request for Quotes (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-09. The NAICS code applicable to this acquisition is 334516. This is being fully set-aside for small business. For a company to qualify as a small business, the small business standard is 500 employees. The USDA, ARS, MWA, Wooster, OH, has a requirement/need for a Constant Temperature Anemometer (CTA) System. The CTA will be used to develop new air assisted sprayer nozzles used in nursery and greenhouse applications to improve spray deposition efficiency and reduce pesticide use. Air velocities and turbulence intensity inside and outside canopies will be determined with eh air velocity measurement unit to correlate spray deposition and penetration efficiency with the new sprayer and nozzle development. This equipment will also be used to measure water velocities inside the water holding tanks of orchard sprayers. CLIN 01 - "Brand Name or Equal" to TSI Incorporated's IFA 300 Single Channel Research SMARTTUNE CTA and ThermolPro32 Software (1 unit). CLIN 02 - "Brand Name or Equal" to TSI Incorporated's #183150 SMART CTA Module with Signal Conditioner for Velocity Measurements (7 units). CLIN 03 - "Brand Name or Equal" to TSI's #10114-30M Probe Cable for IFA 3400 system, 30m (8 units). CLIN 04 - "Brand Name or Equal" to TSI's # ADCPCI-8 12 bit A/D, 1 MHz throughput, 8 channels (1 unit). THE SALIENT CHARACTERISTICS: the CTA System must meet or exceed these minimum requirements: (1) The system must have the capability to power hot film sensors in liquid flows. (2) Must have 8 channels. (3) Frequency response must be greater than 50 kHz. (4) Air velocity measure range must be 0 to 100 meters per second. (5) Water velocity measurement range must be 0 to 2 meters per second. (6) Probe cable length must be 30 meters. (7) Probe current must be 600 mA. (8) Must have built-in air temperature circuit to provide temperature correction of air velocity measurements through software function. The Signal Conditioner must meet or exceed the following: (9) Input Offset must have 0 to maximum voltage of anemometer bridge output circuit, 10mV steps, 0.15 percent accuracy. (10) Gain must be 1 to 1000 with 0.15 percent accuracy. (11) Low-pass filters must be linear phase with multi-settings, 15-500 kHz, -60dB/Decade. (12) High-pass filters must have 1 Hz, -60dB/Decade. (13) Output voltage range must equal input range of system A/D board. The Analog-to-Digital Converter must meet or exceed the following: (14) Must be 12 bit A/D and 8 channels. (15) Must be simultaneously sampling using sample and hold method. (16) Minimum sampling rate must be 125,000 samples per second for each channel. (17) Software must be compatible with Windows XP. (18) Software must be able to perform ambient air temperature compensations of air velocity measurements. (19) Software must perform linearizations and calculation of flow direction angle for two or three component probes. (20) All necessary cables and connectors to connect interfaces must be included. (21) Instruction manuals must be included. (22) Training. DESCRIPTIVE LITERATURE: Offerors shall submit 2 copies of the Descriptive Literature describing their proposed equipment in enough detail to ascertain whether the equipment meets the criteria listed above. DELIVERY DATE DUE: The Government requires delivery on or before 30 days after award, however, each offeror shall include their proposed delivery schedule as part of their quote. FAR 52.212.-2, EVALUATION - COMMERCIAL ITEM, the significant evaluation factors, in the relative order of importance, are (i) technical capability of the item offered to meet the Government requirement including delivery date; (ii) past performance; and (iii) price (based on F.O.B. Destination), technical and past performance are more important than price. Award will be made based on overall BEST VALUE to the Government. EVALUATION & AWARD FACTORS - The contract resulting from this solicitation will be awarded to the responsible party whose offer, conforming to the solicitation, is determined most advantageous to the government, cost, and other factors considered. Each Quote shall respond to each of the evaluation factors identified below. With the exception of past performance, a technical evaluation will be performed on each quote based solely on the information furnished and not on previous knowledge or associations. The evaluation factors are as follows: (1) Technical Evaluation Factors: A) All quotes will be rated against the salient characteristics and minimum requirements. B) Delivery. C) Training. D) Warranty. The Offeror shall extend to the Government the full coverage of any standard commercial warranty normally offered in a similar commercial sale, provided such warranty is available at no additional cost to the Government. Acceptance of the standard commercial warranty does not waive the Government's rights under the Inspection clause nor does it limit the Government's right with regard to the other terms and conditions of this contract. In the event of a conflict, the terms and conditions of the contract shall take precedence over the standard commercial warranty.
