Description
This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. The National Institute on Drug Abuse (NIDA), Station Support/Simplified Acquisition (SS/SA) Branch intends to negotiate and award a purchase order on a noncompetitive basis to Susan David for the on-going support to NIDA and various networks throughout the NIDA Network Initiative Project. NIDA has several research networks collecting data at sites throughout the country. These networks operate independently from one another and the level of communication among them likely varies widely. The purpose of this solicitation is to explore whether there is any value added to enhancing the communication among the networks. It is possible that the data emerging from these networks can not only inform the activities of the other networks, but may also stimulate new research opportunities and collaborations among the established networks. Furthermore, research dissemination efforts could be enhanced through these collaborations. Susan David will be identifying common themes, objectives and benefits of organizations working together in collaboration; coordinating the development of networks and networking efforts; providing drug abuse and addiction research and experience in working and communicating with scientists and professionals in the field and developing communication materials and packages that can serve as models for dissemination. Ms. David has worked with other government agencies, added over 100 hospitals to the network within six (6) months, coordinated multi-ethnic networks and coordinated the re-design and development of drug addition and prevention websites. Soliciting another source could cause substantial duplication of cost to the Government that is not expected to be recovered through competition (FAR 6.302-1 (A)), as well as, unacceptable delays in fulfilling the agency?s requirement (FAR 6.302-1 (B)). The Government intends to select the offer that represents the best value to the Government, price and all other factors considered. This acquisition is being conducted under FAR Part 13, Simplified Acquisitions. This notice of intent is not a request for competitive quotes. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government.
