Description
This announcement is for informational purposes only. This is not a notice of issuance of request for proposals. The Department of State intends to negotiate and award an Indefinite Delivery, Indefinite Quantity, firm-fixed-price contract on a sole source agreement with BSR, Incorporated of Summit Point, WV, for expert instruction of defensive driving training for the Bureau of Diplomatic Security. The estimated amount of the contract for all five years is $15 million. The Department of State anticipates a need for the following number of courses, which will vary contingent upon changing worldwide conditions: Base Year-130 courses or more, Option Year #1-130 courses with a potential increase to 175, Option Year #2-130 courses with a potential increase to 175, Option Year #3-130 courses with a potential increase to 175, Option Year #4-130 courses with a potential increase to 175. The defensive driving training shall reflect the government?s minimum requirements to include the following criteria: the facility must be located within an 80-mile distance of the United States Capitol Building, able to accommodate two to three separate driving, firearms, and/or explosives courses on the same days, have a minimum two-lane, 1.5 mile closed loop track with specifications designed to induce a variety of vehicle handling situations (straight-aways, flat, up-and-down hill, uphill turn, constant radius turn, increasing and decreasing radius turns, flat turn, negative and positive camber turns, S-turns, and two turns which can be continually covered with water when required), mimic normal road conditions and provide for natural areas of cover and concealment, have the ability to employ pyrotechnics in support of realistic attack scenarios, and conduct explosive demonstrations. The shoulder must be of natural terrain and designed to allow for safe off-road recovery situations with appropriate skid pads located nearby. No solicitation documents are available. It is anticipated that a sole source contract will be awarded as specified in Federal Acquisition Regulations (FAR) Part 6.302-1, Only one responsible source and no other supplies or service will satisfy the agency?s requirements.
