Description
Request for Information Title: National Acquisition Strategy (NAS) re-compete for Vocational Rehabilitation and Employment Services. The Department of Veterans Affairs (VA) intends to re-compete its Vocational Rehabilitation and Employment Services (VR&E) contracts. VR&E services are described in the attached draft SOW and other draft attachments included in this RFI. This is a sources sought announcement, and is not a request for quotations or a request for proposals. VA has an Integrated Process Team (IPT) looking at alternatives acquisition strategies to determine best possible outcome on the re-compete of these services. The IPT team will be formed to include internal shareholders from the Veterans Benefits Administration (VBA), the VA Office of Small and Disadvantaged Business Utilization and the contracting officer as well as industry. The purpose of the IPT is to develop and implement an acquisition strategy to enhance the performance of VR&E contractors while maximizing cost savings. The VA is looking for alternatives and is looking for industries' input as to what the market will bear. The VA is looking for alternatives to include consolidation by region or national contracts to include Quality Assurance Surveillance Plan or Performance Requirement Survey (to include present risks and benefits of each alternative). To all interested parties review all attached material (draft RFQ, frequently asked questions, etc.) and provide information that should be considered prior to making a final decision on appropriate acquisition strategy. VA has authority, pursuant to Title 38 USC chapters 18, 31, 35 and 36, to provide all services and assistance necessary to enable eligible veterans with service-connected disabilities to achieve maximum independence in daily living and, to the maximum extent feasible, to become employable and to obtain and maintain suitable employment. In the discharge of this responsibility each VA Regional Office Vocational Rehabilitation and Employment Service Division (VR&E) within the Veterans Benefit Administration (VBA) undertakes an initial evaluation of the veteran to determine his or her eligibility and entitlement for these services and assistance; develops, in cooperation with the veteran, an Individualized Written Rehabilitation Plan (IWRP); and provides the veteran with employment placement and post-placement services or, if employment is not possible, services to enhance the veteran's independence in daily living. The objective of this contract is to provide assistance to VR&E in the following areas, in accordance with the Performance Requirements in Section II of this solicitation: (1) initial evaluation; (2) case management of veterans rehabilitative program; (3) draft IWRP development; and (4) assist the veteran in finding employment consistent with his or her aptitudes, interests and abilities or, if employment is not achievable in achieving maximum independence in daily living. The government is contemplating the award of Indefinite Delivery Indefinite Quantity contracts for VR&E services. The original award of the VR&E contracts the government awarded multiple Firm Fixed Price contracts based on services groups. During the course of these contracts the government issued task orders to each contractor receiving an award under these multiple award contract. The minimum cumulative amount of all orders for any single Contractor was $500.00 over the life of the contract. The maximum cumulative amount for all orders for any single contractor providing services under these contracts was $3,000,000.00 over the life of the contract. The period of performance was for base year plus four one year options. The government is looking for new strategy to use in the award of the new contracts for VR&E. The Government is looking for Industry's alternatives and recommendations based on: Impact on socio-economic (provide alternatives/recommendations); Looking for an acquisition strategy; looking for estimate costs to manage (alternatives/recommendations); Identify cost-savings the recommended approach will realize over the current approach; Identify performance measures/metrics Industry uses that could! apply t o these services and measure success of the objectives of VR&E; identify impact in the participation of Small, Disadvantaged, and Veteran owned Businesses (government wants to identifying potential partnership among categories before mentioned, or combination with large organization). The information gather from Industries will be used for market research purpose only. All interested parties need to monitor FEDBIZOPPS for posting of the solicitation. Companies willing to submit information to the government shall limit their information to 20 pages or less. The NAICS Code for this effort is 624310 Vocational Rehabilitation Services. The final RFP will be distributed electronically only (NO HARD COPIES WILL BE ISSUE) on or about September 29th 2006.
