Description
This is a combined synopsis/solicitation for a commercial supply (software) prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will NOT be issued. The purchase request number is F2VUC06130A100. The solicitation incorporates provisions and clauses as those in effect through Federal Acquisition Circular 2005-09. This procurement is a Total Set-Aside for Small Business in accordance with the Small Business Competitiveness Demonstration Program. The North American Industry Classification System code (NAICS) is 423430, Computer and Computer Peripheral Equipment and Software Merchant Wholesalers, the size standard of which is 100 employees (Not to exceed). DESCRIPTION: Britannica Software for PGR (MFP-11). REQUIREMENTS: (1) Encyclopedia Britannica?s BRW, ETL, and EntX software bundle to work with Convera Retrievalware software. Must perform context-sensitive morphological stemming of Arabic text, enabling full-text search in Arabic, including cross-language search using English queries to search against Arabic texts. OR EQUAL will NOT be accepted (see attached justification letter). Also your quote must list your DUNS number, CAGE code, and Federal TIN. Justification Approval for other than full and open competition: Encyclopedia Britannica's BRW, ETL, and EntX server software bundle is uniquely suited to work with Convera Retrievalware software that is already integrated onto the PGR ACTD system. This Britannica software bundle was specifically designed for use with Convera Retrievalware software and meets user requirements. The software must perform context-sensitive morphological stemming of Arabic text, enabling full-text search in Arabic, including cross-language search using English queries to search against Arabic texts. It must also perform entity extraction from Arabic texts, with categorized entity highlighting in situ in the source Arabic texts, while providing a categorized cross-language (English) entity digest header at the top of the processed page. Additionally, the software must add a context-sensitive, accurate, morphological translation of each word or phrase appearing in an HTML document, to include any buffer of Arabic text, and it should display embedded translation as a tool-tip when placing the mouse over any word. Requirements include one (1) Encyclopedia Britannica BRW, ETL, EntX Server software bundle (for a two-year term), which meets the aforementioned user specifications. There are no other products commercially available that meet the functional requirements satisfied by Britannica software. Other organizations that pose the technical capabilities of creating a similar product would need to be contracted for developing and maintaining such a solution. This significant loss of time in research and duplication of cost is not expected to be recovered through competition.
