Description
Small Business Sources Sought. This is a Sources Sought announcement only seeking Small Businesses responses in order to determine available, qualified small business participation in the acquisition described herein. All responses shall include th e following information: Size (i.e. 8(a), HubZone, Woman-Owned Small Business, Small Business, Small Disadvantaged Business, Veteran-Owned, Service Disabled Veteran-Owned Small Business, etc.); the number of employees currently employed with the company; total revenue for the past three (3) years; relevant past performance for the past three (3) years; similar work accomplished for the past three (3) years; company capability to accomplish the work described to include the documentation of company technica l experts. All responses must be presented in sufficient detail to all the Government to determine the functional area expertise and experience to successfully compete for the acquisition. Competing vendors will have to perform security guard functions a t multiple sites within the United States, specifically, the Atlantic Coast (south of the Pennsylvania/New Jersey line) the Midwest, and Gulf Coast. The NAICS code assigned to the acquisition is 561612 with a corresponding size standard of $11.5 million. The estimated Contractor Manpower Equivalents (CMEs) are as follows: Atlantic Coast 1300 CMEs, Midwest  440 CMEs, Gulf Coast  800 CMEs. All responding vendors must be capable of successfully providing labor, management, equipment, uniforms, clearance s as required for those regions in their entirety, and the estimated CME count at minimum. Guards will be required to be armed, equipped and maintain a specified standard uniform. All performance standards shall be in accordance with the requirements of AR 190-56. The acquisition will have a 60-day Phase-In period with all guards cleared, armed and equipment reporting to work in the required CME count on day 61 of the contract. Functions will include installation access control incorporating personnel identification and vehicle assessment and vehicle searches at multiple Installation Access Control Points on each installation. Contract vehicle will be firm, fixed price, ID/IQ. All responses shall be provided to the Northern Region Contracting Center, ATTN: Small Business (Betty Gottschall), Bldg 2746, Fort Eustis, VA 23604-5538. All submittals must be received prior to 4:00 PM EDT on 14 June 2006. Electronic transmittal is required to betty.gottschall@us.army.mil. Paper copy will not be accepted.
