- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Theater Missile Defense (TMD) Targets Division at White Sands Missile Range, New Mexico has a requirement for contracted support in the launching of Super Loki series of rockets in ac cordance with the statement of work located at www.wsmr.army.mil/docpage/docpage.htm. A task order indefinite delivery indefinite quantity (IDIQ) contract will be awarded as a result of this notice. Task orders will be issued as support is required. A d efinitive description of the support will be provided and the awardee will respond with a firm-fixed price proposal for that individual task. This program is estimated at $200,000 over a three-year period and the contract will include a guaranteed minimum of $10,000. In order to ensure availability for pre-mission planning, proposals will only be accepted from companies that are located within 60 miles of the Las Cruces or El Paso gates to White Sands Missile Range. This competition is 100% set-aside for small business. The NAICS code assigned is 541330 Engineering Services with a small business size standard of $25,000,000. A DD254 will be included in the award. The awardee must have a SECRET clearance. Payment for service will be made by VISA credit card. Award will be made using best value trade-off procedures in accordance with the information contained in FAR 52.212-2 found in full text at the above web site. Proposals shall be submitted electronically to david.tellez2@wsmr.army.mil NLT 2:00pm M DT on 8 June 2006. A form for submitting your certifications in provision 52.212-3 can be found at http://www.wsmr.army.mil/DOCPAGE/Forms/Proposal_Summary.doc. The following provisions are applicable to this solicitation, FAR 52.212-1, 52.212-2, 52.212-3 and DFARS 252.212-7000. The following clauses will be included in the resultant contract, FAR 52.204-2, 52.212-4, 52.212-5 (applicable sections are 52.103-6 Alt I, 52.219-14, 52.222-19, 52.222-21, 52.222.-26, 52.222-35, 52.222-36, 52.222-37, 52.232-36), 52.216-18 (date of award through three years), 52.216-19 ((a) $10,000, (b)(1) $100,000, (b)(2) $100,000, (b)(3) 30 days, (d) 15 days), 52.216-22 (three years from date of award), and DFARS 252.212-7001 (applicable sections are 52.203-3).
