- Development of Joint Helmet Mounted Cueing System (JHMCS) Night Vision Cueing and Display (Advanced Development Phase Spiral 1), POC Contract Specialist, David Borne (301) 757-6980. Contracting Officer, Lori A. Raley. E-Mail: david.borne1@navy.mil and lori.raley@navy.mil respectively. This is a notice of intent to request proposals and negotiate on a full and open competitive basis in support of the Joint Helmet Mounted Cueing System (JHMCS) for the integration of the Night Vision Cueing and Display (NVCD) capabilities. The Naval Air Systems Command (NAVAIR) has a requirement for non-recurring engineering to design, develop, integrate, test and qualify a product that will allow the Navy warfighters to maximize existing technology to enable the Navy to execute all JHMCS missions in both day and night environments. This is not a formal Request for Proposals. The proposed action will be a Firm Fixed Price contract and contract award is anticipated to be 3 months after this synopsis date. NAVAIR anticipates the RFP will be available on/about 15 June 2006 at http://www.navair.navy.mil.
