- The Naval Surface Warfare Center Panama City, Florida (NSWC PC) intends to award a sole source, firm fixed price purchase order to Dowty Aerospace Corporation, Sterling, VA 20166-9321 for on-call engineering and technical services for a 12 month period to be used by the government for repair process development and product improvement evaluations on LCAC Propeller System Components and Assemblies. This acquisition is unsuitable for full and open competition for the following reasons: Provision of these services requires the use of proprietary Original Equipment Manufacturer's data and tooling that currently reside solely at the Dowty Aerospace Corporation, and the propeller system was developed by the Dowty Aerospace Corporation at company expense and provided to the U.S. Navy's LCAC program under a competitively awarded subcontract from the program's prime contractor, Textron Marine Systems. As the propeller system components are proprietary to the Dowty Aerospace Corporation, no other manufacturer has supplied these system components or design alteration data since this original contract. It is estimated that the cost of developing an alternate capability would greatly exceed the estimated value of the services needed. Thus, the Dowty Aerospace Corporation is the only source that can cost-effectively supply the required services. Short notice specific tasking and expedited service delivery as completed will be required. A firm-fixed-price order is anticipated. Award will be based on the written quotation. Delivery will be to the Naval Support Activity - Panama City, Receiving Officer, Building 100, 101 Vernon Avenue, Panama City, FL 32407-7018. The anticipated award date will be on or about June 1, 2006. NAICS Code 541710 applies. SBA Size Standard is 25M employees. FSC is AD96.
