Description
The Environmental Protection Agency, Office of Transportation and Air Quality (OTAQ) National Vehicle and Fuels Emission Laboratory (NVFEL), Health Effects, Benefits and Toxics Center requires a testing program for small non-road engines. The Energy Act of 2005 requires a minimum level of renewable fuel use in the transportation sector beginning in 2006. The majority of this renewable fuel is expected to be ethanol. This ethanol is expected to be blended into gasoline in a ratio of about 1:9 resulting in a volumetric content of 10%. EPA is trying to improve its ability to estimate the impact of the increased use of ethanol in gasoline on emissions. EPA seeks proposals to provide the Agency with a testing program that will focus on small non-road engines which meet EPA?s Phase II emission standards. The testing program will also include three fuels. The base period will consist of testing eight engines using two fuels in accordance with the specifications identified in the statement of work. EPA?s National Vehicle and Fuels Emission Laboratory located in Ann Arbor, Michigan will provide test fuels and test engines. The contractor will provide all personnel, materials, equipment (other than the identified test fuels and test engines), and facilities to perform the tasks identified in the Statement of Work. The Statement of Work will be included as an attachment to the solicitation. The Government anticipates the award of a firm fixed price completion type contract with a twelve month base period and the potential for three optional items. The North American Industry Classification System (NAICS) code is 541380. This is a TOTAL SMALL BUSINESS SET-ASIDE. All responsible sources may submit a written proposal which will be considered by the agency. FAR Part 12 does not apply. Copies of the solicitation will be available to all offerors on the Internet. Offerors should visit EPA?s Home Page (http://www.epa.gov/oam/cinn_cmd) for continuous update of RFP?s status. It is anticipated the solicitation will be available in late- July 2006.
