Description
INTRODUCTION The National Mediation Board has a need for human resources management advice, technical assistance, and personnel operations assistance to complement the operational payroll and personnel services provided by the General Services Administration. The Board has reaffirmed its determination to outsource this activity; therefore, this proposal is offered as a means of identifying sources for cost-effective advice and assistance during in such areas as: Employee and Organizational Development; Human Resources Policy Development; Human Resources Management advisory services, including advice on Equal Employment Opportunity (EEO) issues; Classification Discipline Discharge Candidate Searches and Hiring Although the National Mediation Board is a small agency, the nature of the Board and its work has required and may continue to require human resource consultants of varied but complementary backgrounds. This proposal anticipates that activities described in the Statement of Work may involve cooperation with other contractors or consultants. Applicants must have recent experience in the areas outlined above. II. STATEMENT OF WORK The contractor, working on-site one day a week or on call as necessary, will provide a full range of human resource management advisory and assistance services consistent with the categories described above. III. SCHEDULE Work will commence following acceptance of the proposal based upon the following projected schedule. The announcement for this position will be posted on May 30, and will be open for three weeks (through June20. Applications will be assessed and interviewees will be chosen by Friday, June 23, 2006, and interviews will be held during the week of June 26, 2006. The contractor chosen for this position is expected to start concurrent with the first full Federal pay period after July 1, 2006. The initial contract will run through the end of FY 2006, with an option to renew for a full year. At the end of each fiscal year for a three year period (through the end of FY 2009) the agency will have the option to renew for one year. IV. DELIVERY OF SERVICES The contractor will provide an on-site presence as needed and will be available by phone at other times. Some work, including research and writing, may be done off-site. At times, the contractor will cooperate with other contractors and consultants employed by the Board to deliver particular work products requiring cooperative effort. V. THE BOARD PROVIDES 1. A private office and work station which may be shared by other contractors, including telephone and personal computer, for on-site work, and access to copier, FAX, and Internet. 2. Clerical services for completing those work products needing the Board's signature. 3. Supplies needed for work performed on-site. VI. THE CONTRACTOR PROVIDES 1. Delivery of products in a timely manner. 2. Local transportation. 3. Equipment and supplies for work performed off-site. VII. BUDGET ESTIMATE The contractor?s budget estimate should be based upon at least 32 hours per month. VIII. CONTRACTOR PERSONNEL In the event that a contracting firm is engaged in response to this proposal, the agency will have final approval of any employees used by the contractor to provide services described herein. Any contractor selected must show proof of a current minimum background investigation no older than five years. IX. CONFIDENTIALITY AGREEMENT The Contractor acknowledges that the work is of a sensitive and highly confidential nature and agrees to maintain in the strictest confidence all information gained in the course of performing under the contract. The Contractor will obtain and share information only on a need-to-know basis. The contractor is expected to sign a formal confidentiality agreement once selection is made.
