Description
This is a re-advertisement of Solicitation NCND3000-6-00005, posted May 15, 2006. Firms who responded to that solicitation are not required to resubmit their offers. This is a combined synopsis/solicitation for commercial items using simplified procedures in accordance with the format in FAR Parts 12 and 13 as supplemented with additional information included in this notice. The Department of commerce (DOC), National Oceanic Atmospheric Administration (NOAA), National Ocean Service (NOS), Office of Ocean and Coastal Resource Management (ORM) requires technical assistance services that will develop and provide training courses that respond to the priorities of the Pacific Island Marine Protected Area Community (PIMPAC) in accordance with the requirements as detailed in the attached Statement of Work, Technical Assistance to the Pacific Marine Protected Area Community, March 01, 2006. Contractor shall provide technical advice to the coordination of PIMPAC, assist in the development and planning of at east two technical training or technical assistance efforts, and provide on-site technical assistance and capacity building assistance and/or development of country capacity assessments for each participating PIMPAC jurisdiction. The period of performance shall be from start of award through the next 18 months. The resulting purchase order will be awarded on a firm fixed price basis. FAR 52.212-1, Instructions to Offerors -- Commercial Items; FAR 52.212-2, Evaluation -- Commercial Items; FAR 52.1212-3, Offeror Representations and Certifications -- Commercial Items apply to this acquisition and there are no addendums to these provisions. The solicitation document and incorporated clauses are those in effect through Federal Acquisition Circular Number 2005-09. The Government shall award a purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) approach, (ii) past performance, and (iii) price. Responses must be received no later than 3:00pm, June 5, 2006.
