- This requirement is being procured in accordance with FAR Part 13, Simplified Acquisitions Procedures. The office of NOAA Southwest Fisheries Science Center, National Marine Fisheries Service located in La Jolla, CA has a requirement for a contractor to conduct monitoring and protection of leatherback nesting sites on the Pacific Coast of Mexico. The contractor SHALL: 1.) Initiate monitoring at Cahuitan, Mexiquillo, Barra de la Cruz and Tierra Colorada; 2) Complete ground surveys of leatherback nesting activities; 3.) Relocate nests to hatcheries and determine hatch success for all clutches; 4.) Update tag database; and 5.) Present results at bilateral Working Group Meeting to review results and make recommendations. The intended acquisition is for services for which the Government intends to acquire from one source under the authority of 41 USC 235 (c) (1), Only One Responsible Source. The government identified Kutzari as the only source who can complete work under proposed contract. Kutzari is based in Mexico and its mission specifically address leatherback recovery in Mexico Pacific, they have been endorsed by the Mexican government to carry out this work under the NMFS-SEMRNAT bilateral accord (MEXUS). Kutzari have the infrastructure, permits, experience and personnel best complete work under proposed contract. The government reserves the right to solicit bids based on the receipt of affirmative responses to this notice or issue an order to KUTZARI without further notice. A firm fixed price purchase order will be issued with two option years, base year start date will commence Sept 1, 2006 and end date of May 31, 2007. This may represent the only official notice. All interested parties must respond to this announcement within fifteen (15) calendar days of its publication. This is a simplified acquisition with an estimated value of less than $100,000.00. ****The Western Regional Acquisition Division, requires that all contractors doing business with this Acquisition Office be registered with the Central Contractor Registry (CCR) and complete online Representations and Certifications at http://orca.bpn.gov.
