- The Centers for Disease Control and Prevention, Maternal and Infant Health Branch (MIHB), plans to procure on a sole source basis, services to work with the MIHB scientists, and Kaiser Permanente Northwest Center for Health Research (KPNW CHR). Recent advances in the medical informatics of large, vertically-integrated healthcare delivery systems, such as managed care organizations, include the adoption of computerized clinical and laboratory/pathology information systems. These data systems create enhanced opportunities for research. Funded by a contract with the Maternal and Infant Health Branch (MIHB), Division of Reproductive Health (DRH), CDC, researchers at Kaiser Permanente Northwest Center for Health Research (KPNW CHR) used their electronic data systems to develop a computerized algorithm that identifies pregnancies and complications associated with these pregnancies among women enrolled in KPNW. Using the algorithm, KPNW researchers created a database that provides MIHB and KPNW a unique source of data for research and surveillance on pregnancies, pregnancy outcomes, complications of pregnancy, and health care cost and utilization. In the future, the algorithm developed in this contract can be applied and expanded to other managed care settings for ongoing surveillance and research. The purpose of this procurement is to work with MIHB scientists to develop and conduct 3 analyses using the database created in the earlier phase of this project, and to prepare manuscripts for submission to peer-reviewed journals and for presentations at scientific meetings. The North American Industry Classification System Code is 541710. The acquisition will be conducted under the procedures for acquiring commercial items authorized in FAR Part 12 in accordance with the authority to use simplified procedures for commercial requirements provided in FAR 13.5. Contractor Requirements: The vendor shall have a research team led by a doctoral level scientist who will be responsible for overall scientific leadership and management of this project. The research team shall be composed of the following staff: -a statistician and programmer who will be responsible for programming data and processing -a physician and senior investigator who will be responsible for clinical input -an epidemiologist -a research analyst -a project manager -The vendor shall be a multi-disciplinary research organization that conducts research on medical care organization, financing, deliver; and on epidemiology and disease prevention. Extensive data shall be available from electronic administrative and clinical information systems; trained medical record abstractors shall be available. The vendor shall have access to a well-defined population with known dynamic properties. -The vendor shall be able to travel to Atlanta to consult with the CDC project team. Period of Performance: Base year: Date of award ? September 30, 2007, with an option to extend services for an additional year if the government deems it necessary. This is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material insufficient detail to allow the researcher to determine if the party can perform this requirement. An original and one copy of the capability statement must be received in the contracting office by 11:00 am EDST on June 30, 2006 to Dorothy Reed Penix, Contract Specialist. All questions must be in writing and can be emailed to dfr9@cdc.gov It is the vendor?s responsibility to the aforementioned individual to insure questions have been received. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted.
