- Description
- The Food and Drug Administration, Center for Food Safety and Applied Nutrition (CFSAN) intends to issue a Solicitation Number FDA1016919 to award a noncompetitive contract to Institute of Radio Engineering and Electronics (IREE), Academy of Sciences of the Czech Republic. IREE shall develop improved Surface Plasmon Resonance (SPR) multilayered structures and coupling optics allowing excitation of surface plasmons with an enhanced penetration depth for more sensitive detection of large bacterial and viral analytes, or small toxin analytes. IREE has unique and proprietary knowledge of the prototype hardware and software. IREE is solely and uniquely capable of supplying the materials for the CFSAN?s SPR instrument, and for improvements in their design and SPR system performance. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty five days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
