- The National Institute of Allergy and Infectious Diseases (NIAID), Acquisitions and Operations Branch (AMOB) is seeking sources for consultation services related to business and operations management of the Division of AIDS (DAIDS). An internal restructuring decision in DAIDS requires re-alignment of the internal organizational model as it now exists, potentially affecting structure, staffing depth, assignments, policies, procedures, space, and the nature and type of collaborations between DAIDS and the research community which is funded to carry-out the research program. The contractor will furnish a Process and Structure Assessment to make recommendations about the optimal configuration of DAIDS, including related staffing needs, manage the science and meet the challenges specified above, and provide supportive implementation services and strategies. The contractor will also develop Social Network Analysis strategies to help organization units manage the changes facing them as well as a plan for leadership development and cultural change activities to help DAIDS managers provide leadership for scientific and organization alignment. Interested parties must provide a capability statement which demonstrates their ability to perform the services described above. The capability statement must also demonstrate the offeror?s experience in designing and implementing a large scale, major reorganization, including the organization theory and design, functional statement development, position design, competency development and classification, process design, recommendations and preparation of delegations of authority. In addition, the capabilities statement must demonstrate expertise in analyzing the management and operations of clinical trial programs/networks to determine the most effective and efficient business practices and program operations. This is not a request for proposals. The intention of this announcement is to survey the market for potential offerors. Offerors must indicate business size in their response. Capability statements must be submitted electronically to Alexander Kramer at kramera@niaid.nih.gov on or before June 15, 2006 at 11:00am.
