Description
The Department of Health and Human Services, Substance Abuse and Mental Health Services Administration, through the Division of Acquisition Management, Program Support Center intends to award a sole source simplified acquisition to the American College of Mental Health Administration 7804 Loma del Norte Road, N.E., Albuquerque, NM 87109. The authority for this noncompetitive award is set forth in FAR 13.106(b). The purpose of this acquisition is to create a leadership development model that can be used by national membership organizations to support leaders of mental health systems at varied levels of government. The model shall be developed as a collaborative learning network to promote the sharing of best practices and evaluation of participant outcomes and implemented as a pilot Behavior Health Leadership Excellence Network (LENS) for mental health systems transformation. This project is consistent with SAMHSA?s mission. Substance Abuse and Mental Health Services Administration leads the Federal effort to transform mental health systems. This effort fully recognizes the importance of effective leadership at State and local levels for creating a system that is built around the needs of consumers and reinforces their hopefulness on the journey of recovery. American College of Mental Health Administration are recognized leaders in mental health who are actively involved in policy, treatment and evaluation. American College of Mental Health Administration has implemented a targeted action plan focused on mental health transformation. The period of performance shall be from date of award through September 30, 2006. The North American Industrial Classification System (NAICS) code is 541618. Interested concerns may identify their interest and submit written documentation that demonstrates the ability to respond to this requirement within five (5) from the date of publication of this notice. This notice is NOT a request for proposals. Capability Statements received with 5 days from the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government. Responses must be in writing and refer to 06M000123 to the attention of Nora Tyson. If no affirmative responses are received, the Contracting Officer will proceed with an award.
