Description
The VA Medical Center in Cincinnati Ohio intends to negotiate a sole source contract with Insight Instruments, Inc. of Stuart, FL for the purchase of an Oculus SDI (Stereoscopic Diagonal Inverter) BIOM (Binocular Indirect Ophthalmo Microscope) Wide Angle Viewing System for Leica 840/841 Microscope. This procurement is being conducted in accordance with FAR 6.302-1 only one responsible source and no other supplies or services will satisfy agency requirements. NAICS Code 423460, Ophthalmic Goods Merchant Wholesalers, applies and the size standard is 500 employees. Insight Instruments is classified as a small business concern and is the sole distributor for this equipment in the United States. To the best of our knowledge, this product is the only instrument available to connect to the Leica 840/841 operating microscope to perform this task. This procurement consists of purchasing the following items: (1) #54812, SDI II Electronic Inverters (quantity of two, one for co-observer); (2) #54162 BIOM 3m Electronic Focus; (3) #54123, BIOM Adapter; (4) #50104, Dovetail; (5) #54625-01, Dovetail plate; (6) #50001, BIOM Sterilization Case; (7) #86021, BLITZ Cleaner & Lubricant; (8) #40201, BIOM Pack, 6 sets. No solicitation document is available; however, any firm that believes it has a product that can meet these requirements may give written notification to the Contracting Officer within ten (10) calendar days from the date of publication of this notice. Supporting evidence must be furnished in sufficient detail to demonstrate compliance. Any responses received will be evaluated; however, a determination by the Government as to whether to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government.
