As a result of this amendment, the closing date remains unchanged. All proposals are due June 2, 2006, NLT 2:00pm EST. ************** GROUNDS MAINTENANCE This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number FA8601-06-R-0047 is being issued as a request for proposal (RFP). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-09, Effective 19 Apr 2006 and & Class Deviation 2005-o0001. This acquisition is 100% set aside for HUBZone concerns. The associated North American Industry Classification System Code (NAICS) is 561730 and the associated size standard is $6,500,000. This requirement is for grounds maintenance on vacant units and some common areas in Green Acres and Pine Estates, Base housing areas located at Wright-Patterson AFB, OH. The number of units and common areas requiring grounds maintenance will vary per call for service. The Government will provide a list of units and common areas as maintenance is required (see estimated workload in attached Statement of Work (SOW) and below). A Firm Fixed Price type contract is anticipated with a 12 month base period and one 12-month option period. Service is normally to be performed bi- weekly during the months of April to November (during the growing season). It is anticipated that the base and option periods will each have two contract line items (CLINs): One line item for Grounds Maintenance for vacant units which includes estimated quantities for mowing and trimming service; and another CLIN for Grounds Maintenance for common areas which includes estimated quantities for mowing and trimming service. An estimated workload is between 100 and 195 for the vacant units, varying square footage of 10,730 and 10,153. This estimate of 100 -195 is for each time a call is placed by the Government for mowing. The two common areas, estimated at 11,000 SF each, may need to be mowed each time a call is placed to mow vacant units. If common areas do not require mowing, the contractor will be so informed at time of call. The total number of calls made during the entire contract period depends on the weather and growth rate of grass. Period of Performance for the base period is 07 Jun 2006 -31 May 2007. The Period of Performance for the option year is 01 Jun 2007-31 May 2008. IMPORTANT NOTICE TO POTENTIAL SOURCES(S): Due to potential privatization of the WPAFB base military housing, services requested in this announcement; future announcements and procurement documents; and any resulting award may be terminated, in whole, prior to, during, or after award. All sources responding to this announcement are advised that the modification to terminate the requirements prior to, during, after award, or during contract performance, by the Government shall be made without additional cost or claim to the Government. INVOICING AND PAYMENT: In accordance with DFARS 252.232-7003, Use of electronic payment requests is mandatory. (Wide Area Work Flow is an alternate electronic payment submission method for submission of electronic payment requests and receipt and acceptance documents.) Offeror must provide all information requested in this solicitation, including the below pricing information for EACH CLIN proposed for the base and option period: (Example as follows) CLIN 0001 - Grounds Maintenance for Vacant Units Est. Quantity (195 units per week (est)) Unit of Issue: EA Unit Price . Non-personal services to provide grounds maintenance-mowing and string trimming for each vacant unit in WPAFB housing areas, Green Acres and Pine Estates. The number of vacant lots will vary from week to week. Contractor shall provide all material, labor, equipment and transportation to perform ground maintenance. . CLIN 0002 - Grounds Maintenance for Common Areas Quantity 2 Areas (est. 22,000 Sq.Ft.) Unit of Issue: EA Unit Price . Non-personal services to provide grounds maintenance-mowing and string trimming for each Common Area. Contractor shall provide all material, labor, equipment and transportation to perform ground maintenance. Department of Labor Wage Determination #1994-2419, Rev #27, dated 23 May 2005 applies to this requirement, is incorporated into and attached to this solicitation and will apply to any resultant contractual document. Please ensure proper labor rates are considered when submitting your price quote. Closing date of this RFP is 2 JUN 2006 at 2:00 p.m. ET. A site visit will be held 25 May 2006 at 9:00 a.m. at Hope Hotel, Wright- Patterson AFB, OH in front of Packy's which is a restaurant in the Hope Hotel. The purpose of this site visit will be to conduct a tour of the Green Acres and Pine Estates areas to view some of the vacant lots and common areas covered under this requirement. You must submit the names of all attendees (not to exceed two per company) to Andrea (Joy) Williams, Contract Specialist, e-mail: andrea.williams3@wpafb.af.mil by 24 May 2006 at 2:00 p.m. Moreover, the following information is required for each attendee: full name and Social Security Number, as well as the name and address of the company being represented. This information must be provided in order to ensure access to the Base for the site visit. Offerors are requested to submit questions as a result of the site visit to the point of contact noted above not later than 26 May 2006, 2:00 p.m. Information provided by this site visit shall not qualify the terms and conditions of the solicitation or SOW. Terms of the solicitation and SOW remain unchanged unless amended in writing by the Contracting Officer. If an amendment is issued, normal procedures relating to the acknowledgment and receipt of solicitation amendments shall apply. A record of the site visit shall be made by the Government and furnished to all prospective offerors. The record shall include minutes of the meeting, including questions (on a non-attribution basis) and answers, if applicable. A Statement of Work (SOW) is attached. . Contract financing will NOT be provided for this acquisition. The Government will make an award from this request for proposal to the responsible offeror whose quote will be most advantageous to the Government. The Government reserves the right to not make an award at all.
