Description
THIS IS NOT A SYNOPSIS FOR A REQUEST FOR PROPOSAL The Contracting Center of Excellence (CCE) is soliciting information from potential sources and seeking qualified small business sources on behalf of the Deputy Assistant Secretary of Defense for Joi nt Communication (DASD/JC) to provide staff support services in the most effective and economical manner possible. CCE is looking for small businesses to provide Professional Administrative and Management Support Services. A draft Performance Work Statem ent (PWS) is located at http://dccw.hqda.pentagon.mil, on the left side of the web page, click on RFPs link to locate the document entitled, HQ0012-6137-0001-000, The Contractor shall provide all tasks specified below: The contractor shall provide two staff augmentees who will perform the following tasks: Communication Integration In support of the DASD (JC) responsibility for leading the ongoing efforts of the Quadrennial Defense Review (QDR) Strategic Communication Working Group, focus on improving the primary supporting capabilities and more effectively integrating these capabili ties with policy and operational planning. Future Planning In support of the DASD (JC) responsibility to represent the ASD (PA) in the Office of the Secretary of Defense (OSD) Strategic Communication Integration Group (SCIG), conduct close coordination and liaison with the staffs of the Under Secretaries and Assis tant Secretaries of Defense, the General Counsel, and senior officials of the military services, Combatant Commanders and Defense agencies to be informed of the activities, programs and communication policy developments. The DASD (JC) will rely upon this input to provide synchronized communication products to the DASD (Media Operations) (DASD (MO)), the Undersecretary of Defense for Policy (USD (Policy)), ASD (Legislative Affairs) (ASD (LA)), and others as appropriate to a id in the development and execution of near term products and tactics. Interagency Coordination Provide interagency coordination support to facilitate the DASD (JC) primary responsibility, with close coordination with the DASD (MO), of coordinating and synchronizing communication efforts with the National Security Council (NSC), Undersecretary of Sta te for Public Diplomacy, Assistant Secretary of State for Public Affairs, the Central Intelligence Agency (CIA), and the White House. Communication Proponency In support of the DASD (JC) responsibility to conduct oversight of joint proponency of primary communication supporting capabilities to maximize support of the Combatant Commanders and Joint Task Force Commanders, provide close coordination and liaison wit h the US Strategic Command, US Special Operations Command, and US Joint Forces Command to support transformation of the joint communication capability and ensure DoD policy, capability and objectives directly enhance the Combatant Commanders. Community Management In support of the DASD (JC) leadership of the OSD effort to review and enhance Service primary communication supporting capabilities to ensure DOD is structured to best organize, train and equip communicators for the joint warfighter: Provide services to support the DASD(JC) to ensure appropriate description and documentation of joint communication capabilities required by the Combatant Commanders; and, Provide services to support the DASD (JC) responsibility to integrate capabilities and best practices throughout the joint force to ensure the Combatant Commanders joint communication requirements are appropriately organized and equipped. Training In support of the DASD (JC) responsibilities to supervise the establishment and implementation of communication training and education programs: For officer and enlisted communication professionals, including the Defense Information School (DINFOS); and, For personnel in non-communication specialties such as the Service war colleges, command and staff colleges, the Joint Force Staff College, Capstone and other flag/general officer seminars, provide support to promote excellence in training courses for supporting communication capabilities. Collaboration in Public Communication In support of the DASD (JC) responsibility to promote and maximize Combatant Commander and Service public communication collaboration and to enhance the DoDs public communication capability, provide assessment and analysis services to assist in the alignm ent and distribution of desired information, messages and products. Visual Information In support of the DASD (JC) responsibility to serve as the ASD (PA)s principal staff assistant for DoD Visual Information (VI), provide assessment and analysis services in VI areas of policy, funding, operations, training and maintenance to enhance the ev er-increasing role of VI in the Departments media, public and internal communication programs. Documentation Documents capturing and providing the results of the Contractors technical efforts (such as reports or reviews, technical assessments, programming documentation, charts, manuals, matrices, sketches, and schedules) in formats, numbers of copies and times s pecified in individual task orders. As appropriate, flow charts, work breakdown structures and other planning, scheduling, review/control methods, inspection and certification type documentation related to the subject area shall be included. Respondents are requested to submit a Capability Statement that clearly addresses your corporate capabilities. The capability statement is not to exceed 10 pages must provide a summary of relevant experience and knowledge that addresses the entire scope of this requirement. The statement must include substantive current and/or recent past performance references that identify the contract number, customer, contract value, type of contract, period of performance, prime or subcontract, brief description of se rvices, Contracting Officer's Representative (COR) name, COR email, and COR telephone. Request corporate information, specify the company name and address, corporate contact points, CAGE code and attach a copy of your current CCR data. Also, advise the G overnment of pending changes in small business status. The capability statements will be evaluated to determine if at least two (2) small businesses are capable of performing the PWS; however, respondents will not be notified of the results. The anticipa ted period of performance for this requirement is one year base with four one year options. All data received in response to this Sources Sought solicitation that is marked, as corporate proprietary will be fully protected from release outside the Governm ent. Please do not submit classified material. This is a new requirement; there is no incumbant. No reimbursement will be made for any cost associated with providing information in response to this solicitation. All responses must be submitted by email to the point of contact identified below; no other method of transmittal will be accepted. Large files should be submitted as .pdf or password protected zip files. Capability statements must be received by this office within 7 days from publication of t his notice. Please note that submission of capability statement does not constitute further consideration.
