Description
31 May 2006 SOLICITATION NO. W9128F-06-R-0007 On or about 15 June 2006, this office intends to issue Request for Proposal (RFP) for the Design/Build of REPLACE FAMILY HOUSING, PHASE 4 & 5, ELLSWORTH AFB, SOUTH DAKOTA. Proposals will be received on or about 20 July 2006 at 1400 (2:00 PM CST) hours. This solicitation is UNRESTRICTED and open to both large and small business participation. Site Visit/Pre-Proposal Conference A formal Site Visit and Pre-Proposal conference will not be scheduled since an Industry Forum was recently held on 9 May 2006. FAX (605)923 2558 Project Description: This is a Design-Build Project. The work consists of design and construction of the Replace Family Housing, Phase 4 and 5 project at Ellsworth AFB, South Dakota. The work consists of demolition of 328 existing housing units (212 on Phase 4 & 116 on Phase 5 ) and replacing \ construction of 135 new units (75 on Phase 4 and 60 on Phase 5). New units will be a combination of duplex configuration and detached single family dwellings with the potential use of 4-plex townhouses on some JNCO units as necessary to p rovide the minimum scope within the construction cost limitation. Infrastructure work includes utility upgrades, street work, etc. All units will require double-car garages, central air conditioning, refrigerators, garbage disposals, dishwashers, water he aters, range-ovens, automatic garage door openers, carbon monoxide detectors and smoke detectors, as a minimum. RFP Evaluation - Firms desiring to participating in the RFP process will submit technical requirements as required by the solicitation and will be evaluated based on the best value approach considering technical elements for evaluation - e.g., Experience, Past Performance, Project Management, Utilization of Small Business, Design Factors, and Price. An adjectival method of evaluation ratings will be used to evaluate the technical factors. Price will be reviewed for realism and reasonableness. The estimated design and construction cost of this project is between $30,000,000 and $40,000,000. The Construction Cost Limitation for Phase 4 and 5 will be specified in the advertised Solicitation. Large business concerns submitting bids for services exceeding $500,000 or for construction exceeding $1,000,000, shall comply with Federal Acquisition Regulation 52.219-9 regarding the requirement for a subcontracting plan. The U.S. Army Corps of Engineer s considers the following goals reasonable and achievable for this contract: (a) Small Business: 51.2% of planned subcontracting dollars. (b) Small Disadvantaged Business: 8.8% of planned subcontracting dollars*. (c) Women Owned Small Business: 7.3% of pla nned subcontracting dollars*. (d) Service-Disabled Veterans: 1.5% of planned subcontracting dollars*. (e) Hubzones: 3.1% of planned subcontracting dollars*. *- Small business concerns owned and controlled by. The Contractor will be required to commence work within 10 days after notice to proceed. Provisions will be included for liquidated damages in case of failure to complete the work in the time required. Performance and payment bonds will be required. Bondin g documents including the power of attorney shall bear an original signature by an officer of the surety. Representations and certifications are required to updated annually as a minimum to keep information current, accurate and complete. Solicitation documents will be posted on Federal Technical Data Solutions (FedTeDS). FedTeDS is a web-based dissemin ation tool designed to safeguard acquisition-related information. When solicitation documents have been issued and posted to FedTeDs, synopsis or pre-solicitation notice will be amended and a link provided to access FedTeDS*.
