Description
The Internal Revenue Service is presently seeking small business sources to compete to provide Leadership Development training for up to 40 senior IRS executives and managers. The exact number of senior level managers is determined by the projected need. The vendor shall design, conduct, and evaluate a 40-hour residential learning experience addressing the Executive Leadership Competencies for IRS senior managers and executives who are in the Executive Development (XD) program. The primary leadership competencies to be addressed include: Adaptability, Communication, Decisiveness, Integrity and Honesty, Service Motivation, Strategic Thinking. The secondary leadership competencies include: Continual Learning, Developing Others, Group Leadership, Technical Credibility, Influencing and Negotiating. To be strongly considered for award, a vendor should have qualifications which include a faculty comprised of individuals with an outstanding level of academic and leadership credibility and extensive knowledge of the field of executive leadership theory and practice, with emphasis in the federal/military sector at the national/enterprise level. Additional consideration will be given to individuals who have published books or articles in reference journals. The offeror shall indicate the proposed location where the training is to be held. An optional 16-24 hour follow-up session at the same site may be required to reinforce and reflect on lessons and activities experienced during the program. Firms interested in competing for this requirement should submit a capabilities statement of no more than eight pages describing their qualifications as they relate to the standards above. Those firms who appear to have appropriate qualifications will be solicited along with others from the existing mailing list. Firms should submit their responses electronically to anthony.reed@irs.gov no later than 4:00 p.m. EDT on Wednesday, June 7, 2006. Any questions should be submitted to the same address.
