Description
The National Institute of Health (NIH) intends to negotiate and award on a sole source basis with Christine A. Clements, 12490 West Nugget Court, Highland, Md. 20777. For a modification to purchase order 263-MD-603755 for an additional three (3) months of service being provided to the NIH/National Institutes of Dental and Cranial Disease (NIDCD). The requirement consist of the following: 1. The contractor shall provide advisory consultative services to NIDCD management officials and serve as a resource to the Associate Director for Administration on a variety of administrative management matters including major organizational and human resource management issues. 2. The contractor shall serve as the NIDCE Ethics Coordinator and works closely with the Deputy Ethics Counselor (DEC) to develop and manage a comprehensive ethics and standards of conduce program for the NIDCD. 3. The contractor shall serve as the NIDCD Loan Repayment Coordinator providing general information, advice, and guidance to program managers, staff, and prospective employees on loan repayment matters. 4. The contractor shall serve as a consultant on the development, execution, monitoring and evaluation of the NIDCD workforce plan. 5. The contractor shall maintain awareness of new developments in the HR/Ethics field through attendance at meetings and review of relevant issuances and policy updates. 6. The contractor shall have an expert knowledge of a full range of administrative management/HR management policies and operating procedures; extensive knowledge of Department of Health and Human Services (DHHS)/NIH/federal government ethics laws, database/ information system of important to the NIDCD (EHRP, EMIS, Data Warehouse and NIHITS). The evaluation criteria consist of the following: Knowledge and familiarity with NIDCE ? Mission, Staff, Organization: Management policies and principles. 40% Expert knowledge and experience citing NIH Human Resource policies and procedures, NIH Management Policies, NIH Ethics Policies; Human Resource laws and regulation. 40% Skill and experience using NIH IT Systems relative to HR: Ethics Management Information System (EMIS), EHRP, NIHTS, Data Warehouse. 20% It is the Government belief that these requirements may only be met by Christine A. Clements. This is not a formal solicitation: however concerns that respond to this notice must furnish concise responses directed specifically to the requirements mentioned above. Sources demonstrating the capability to accomplish the above shall supply pertinent information in sufficient detail to demonstrate their ability to perform. Information furnished shall include enough material to perform a proper evaluation. Respondents will not be notified of the evaluation results.
