Description

The Department of Homeland Security intends to enter into negotiations on a sole source basis with the University of Southern California (USC), Center for Creative Technologies (CCT), USC Creative Technology Research and Application Center, 13274 Fiji Way, Marina del Rey, CA 90292. The requirement will be a Firm Fixed Price contract. USC-CCT will develop training, exercise and lessons learned (TELL) system requirements. The contractor will study the behavior modeling challenges involved in adapting simulation based training system technologies for homeland security purposes. These models will seek to leverage existing behavior modeling and artificial intelligence technologies where appropriate but will also develop enhancements and new technologies to provide truly advanced capabilities. The contractor will also provide creative consultation and support to the TELL Program. The proposed contract action is for services which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested sources may identify their interest and capability to respond to the requirement in accordance with Numbered Note 22. Numbered Note 22 applies except all responses to this sole source announcement must be received within 15 days (in lieu of 45 days) from the date of this announcement. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses must be received no later than June 16, 2006, 4 p.m. EST.
