- Description
- The government anticipates awarding a contract for a System Requirement Specification (SRS), Electronic Records Transformation Initiative Senior Leader Career Management System (SLCMS). The anticipated contract will be firm-fixed price and will include a basic plus four (4) one year option periods. The solicitation will be restricted to CONTRACTORS EMPLOYING PERSONS WITH DISABILITIES defined as follows: Eligible contractors are those that are operated on a for-profit or non-profit basis that: (a). Employ severely disabled individuals at a rate that averages not less than 33 percent of the company?s total workforce over a period prescribed by the Secretary; (b). Pays not less than the minimum wage prescribed pursuant to section 6 of the Fair Labor Standards Act of 1938 (29 U.S.C. 206) to the employees who are severely disabled individuals; and (c). Provides for their employees health insurance and a retirement plan comparable to those provided for employees by business entities of similar size in its industrial sector or geographic region. A severely disabled individual is an individual with a disability as defined in Section 3 of the Americans with Disabilities Act of 1990 (42 U.S.C. 12102)) who has a severe physical or mental impairment that seriously limits one or more functional capacities. If you believe your company can meet all of the requirements of the contract, and of the Demonstration Program, please e-mail the points of contact below to request a copy of the Performance Work Statement prior to the posting of the solicitation. The solicitation will be made available electronically at http://www.fbo.gov on or about 9 June 2006, with a closing date for receipt of offerors on or about 20 June 2006. The Request For Proposal (RFP) issue date is an estimation of the date on which the solicitation will be made available. However, the solicitation may be posted on or after this projected date. Please include self-certification that your company meets the disabled employees standards set forth in the above paragraph. Offerors must submit proposals following the format prescribed in FAR 52.212-2 Instructions to Offerors. It is the potential offeror?s responsibility to monitor this site for the release of any follow-on information. Offerors must be registered in the CCR (http://www.ccr.dlsc.dla.mil) to be eligible for award. Since this requirement includes options, FAR 52.232-19, Availability of Funds Next Fiscal Year, applies. The Government reserves the right to cancel this solicitation, whether before or after RFP closing, with no obligations. Proposal preparation cost will be borne by offerors submitting proposals in response to the solicitation.
