- In accordance with the Federal Acquisition Regulations (FAR) Part 6.302-1, Only one responsible source and no other supplies or services will satisfy the agency requirements, the Department of Energy (DOE), National Energy Technology Laboratory (NETL) intends to negotiate and award a sole source contract to L. Sims. NETL is seeking to develop a comprehensive network view assessment of key players, leading studies, and methodologies that can serve as quality benchmarks for work on adaptation of energy systems (as complex engineered systems) to changing climate. Little has been written directly about adaptation within the energy sector to climate change. Most of the information is likely to exist in works focused on other, related problems. The purpose of this activity is to survey key literature and to identify ???thought leaders???, beginning with materials provided by NETL, and to prepare a report on the issues, methodologies and tools related to climate change and adaptation strategies for the energy sector focusing on the constraints and the trade-offs between technical, socio-political, and economic drivers. List possible tools and relevant studies by those who are key performers in assessing approaches to understand both the impacts of change, who may be estimating costs of such impacts, or seeking to identify measures that might reduce these costs or approaches that might limit damage to natural systems. Please note, this is NOT a Request for Proposals (RFP) and NO competitive solicitation will be issued as result of this notice. See FEDBIZOPPS Numbered Note 22.
