- The U.S. Fish and Wildlife Service invites Request for Quote for a Wildfire Risk Assessment to be performed at the Cape May National Wildlife Refuge in Cape May Court House, NJ. Cape May NWR lies within the NJ Pine Barrens Ecosystem, and is part of the Pinelands National Reserve, making the refuge a section of one of the most fire-adapted landscapes in the East. The refuge currently manages approximately 11,000 acres; current holdings include the following forest types: pine-dominated maritime forest; mixed inland forests composed of scattered pitch pine, sassafrass, red maple, and sweetgum; bottomland hardwood and Atlantic white cedar swamps; and upland forests dominated by pitch pine and oaks. The refuge recognizes that land units dominated by pines and fire-tolerant oaks or areas with an understory of ericaceous shrubs are naturally highly prone to wildfire, while wetlands or deciduous forests have longer natural fire return intervals. The refuge also recognizes that factors other than vegetation composition contribute to wildfire risk, e.g. exposure, existing firebreaks, human population density, tree disease or insect outbreaks. There is a critical need to identify and address the regions of highest wildfire risk on Cape May NWR. A comprehensive assessment is needed, first mapping wildfire risk levels across refuge lands, then pinpointing where areas of high risk also threaten local communities or important refuge resources. Finally, the refuge needs assistance in developing fuels treatment prescriptions for these high risk/high threat areas, in a manner compatible with refuge habitat objectives. The contracted project will entail both GIS and ground-based components, including the following work: 1) evaluate current refuge holdings in terms of risk of wildfire ignition and spread, using existing GIS datasets; 2) develop draft wildfire risk maps of the refuge; 3) deploy a survey team on the ground to gather site-specific information on fuel loads and forest conditions; 4) use this data to finalize wildfire risk maps (delineating areas of "high" "medium" and "low" risk); and develop forestry/fuels management prescriptions for the areas of "high" wildfire risk. The final product will be a report to the refuge, including risk zone maps, a list of priority fuels treatment areas, a summary of current conditions at those areas, and a list of recommended forest/fuels treatments, per priority area. Work is to be completed between August 1, 2006 and September 30, 2007. The NAICS Code for this project is 115310.
