- PRESOLICITATION NOTICE: The National Park Service (NPS) is currently planning to award a contract to provide and install bridge components at Grant-Kohrs National Historic Site. A) For further information call or e-mail: John Chaney, Contract Specialist, 307-344-2075, john_chaney@nps.gov B) Brief Description of Project Scope: The following described work shall be conducted at the Clark Fork Bridge. The NPS shall construct a temporary bridge, and remove the decking & log stringers on the existing bridge. The contractor shall construct new steel H-piles, concrete pile caps, steel beams, new steel stringers, etc. The new bridge will be approximately 16 feet wide by 66 long. The NPS will attach nailing plates, reconstruct the deck, and remove the temporary bridge. C) All responsible sources may submit a proposal which shall be considered by the National Park Service. Award is not restricted to small businesses. D) Estimated Price Range: Between $25,000 and $100,000. E) The Request for Quotes (RFQ) & construction documents shall be available, without charge, through www.fedbizopps.gov. or by contacting the contracting specialist noted in section "A" above. F) Preproposal Conference & site visit: Information regarding the exact time, date and location of the site visit will be included in the solicitation. G) Proposed Contract Type: Firm fixed price contract with lump-sum pricing. H) Schedule: All dates are tentative and may change. Quoters should refer to the RFQ for exact dates. Issue Request for Quotes 6/19/06; Preproposal conference & site visit 6/29/06; Proposal due date 7/19/06; Award contract 8/2/06; Issue Notice to Proceed 8/16/06; Completion of contract performance 11/16/06; I) Evaluation Criteria / Factors: Selection will be based on price and non-price factors and award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-price factors. The following are the anticipated evaluation factors and their associated acceptability standards: 1. Prior Experience: "Prior Experience" is differentiated from "Past Performance" in that this is factual, documented, information about specific work the quoter has performed, which demonstrates the quoter's ability to accomplish the work. Standard of Acceptability: The quoter shall have successfully completed, as the prime contractor, 3 similar projects within the past 5 years. 2. Project Management Plan: The project management plan shall layout the methods and procedures the quoter will utilize so as to successfully complete the project. Standard of Acceptability: Each plan shall adequately address each of the following topics in such as manner as to insure the project will be successfully completed: Quality control, Schedule control, Scope changes, Proposed Project team, Project location, Safety & Security. 3. Past Performance: Past performance is a measure of the degree to which the contractor has satisfied it's customers in the past. Standard of Acceptability: The offer must receive at least a satisfactory past performance rating from all sources contacted by the NPS. PRICE: The National Park Service shall analyze prices to verify they are fair and reasonable per the requirements of Federal Acquisition Regulations, Subpart 15.4
