Description
The Internal Revenue Service intends to award on a sole source basis to BellSouth Telecommunications, Inc., the monthly telephone service to the IRS Memphis Service Center and Enterprise Computing Center Memphis. The services to be procured are the uninterrupted local telephone service which consists of SONET based OC48 SmartRing Service with DS1, and DS3 interfaces. The SmartRing Service is deployed in BellSouth owned facilities, in a fully redundant CO, with dual fiber path routes transmitted simultaneously over primary and alternate paths into the IRS locations. The fiber facilities are buried, in conduit, delivered to the minimum point of entrance in the building, are self healing and monitored to prevent disruption of critical service. Smart Ring must have a performance objective of 99.5% error-free seconds over a continuous 24 hour period. Any local exchange service provider must be certified by the Tennessee Public Utilities Commissioner to provide local commercial communications service. The provider must also be a Treasury Department TCS contract approved RBOC vendor within the RBOC franchised regional services area. Local communication service shall include as a minimum but not limited to diverse route; fiber based self healing services; monitored 24X7; buried in conduit to the minimum point of entrance in the building; local access for Primary Rate Interface; PBX Trunk; DID; directory number and number portability; hearing/speech impaired; operator and directory assistance; 911 service; local and IntraLATA access; interconnection with InterLATA exchange carriers; and must have an existing agreement with FTS 2001 network for virtual-on-net access. The local exchange service provider must provide its own facilities, have its own local installation and maintenance technicians, and provide repair service 24 hours/day, 7 days/week. The period of performance is 1 base year and 4 option years.
