- The U.S. General Services Administration?s Federal Technology Service intends to issue a Sole Source to Raytheon Corporation, under the authority of FAR 6.302-1, ?Only One Responsible Source.? The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 05-04. This notice is to state intent to sole source to Raytheon Corporation for PATRIOT replacement parts and associated services. This is not a request for proposals. Abbreviated Statement of Work follows. The purpose of this procurement is to establish an alternative source for the repair or replacement of IT equipment required in the operation of the PATRIOT Software test Facility (PSTF) and the PATRIOT Conduct of Fire Trainer (PCOFT) for the software test assets for the PATRIOT System at the Software Engineering Directorate. This equipment shall be in the overall scope of the entire PSTF system. 2.1 The contractor shall acquire and repair equipment for the PATRIOT testbed at the SED. 2.2 Attachment A designates repair or replacement equipment for the PATRIOT test-bed. This list will be identified with the date of submission and may be modified or added to by the Government Task Manager when necessary. The list is for equipment that may or may not be needed as designated by Government priority. The vendor will be notified in advance by the Government when part(s) are needed to be replaced/repaired. 2.3 The contractor shall provide an estimate of repair cost, material purchases for repair or replacement of part, packaging and shipment prior to equipment being acquired. 2.4 The contractor shall ensure that repair/replacement of equipment does not void any in-place warranties for existing equipment. 2.5 The contractor shall proceed with the repair when the estimate does not exceed the threshold as agreed to by the Government and contractor, and when warranty non-voidance has been verified. Should the cost of a repair exceed the agreed-to threshold, a contract modification may be required. The Government will notify the vendor should this situation occur. 2.6 The contractor shall provide labor to support vendor required administration and supply chain management for the repair and/or purchase of selected items listed in the attachment. This notice is issued solely to make the determination if sole source is appropriate and to evaluate the competitive environment.
